About The Position

Under direction (Finance Analyst) and general direction (Senior Finance Analyst), evaluates fiscal controls, accounting standards, financial systems, financing requirements, and legislative impacts while providing oversight and coordination of fiscal programs for the Ventura County Medical System. Develops recommendations and strategies to address financial systems, municipal borrowing, and structural accounting issues, and directs the implementation of accounting and financial systems, programs, and related improvements. The ideal candidate will possess strong financial analysis and governmental accounting experience, preferably supporting a hospital, clinic system, or other large healthcare organization. They will have experience managing enterprise funds within a governmental healthcare environment and a thorough understanding of budgeting, financial reporting, fiscal controls, and regulatory requirements applicable to public sector healthcare organizations. The ideal candidate will demonstrate the ability to analyze complex financial data, develop strategic recommendations, and implement financial systems and process improvements. They will also possess excellent communication and collaboration skills, with the ability to build effective working relationships across clinical, operational, and executive leadership to support organizational financial objectives.

Requirements

  • Bachelor's degree with at least eighteen (18) semester units of accounting coursework including upper-division Managerial Accounting and six (6) units of upper-division coursework in the business administration field.
  • Four (4) years of progressively responsible experience as an accountant, auditor, or analyst which included responsibilities for the design and implementation of financial accounting systems, accounting program analysis, cost accounting models, debt service programs, or automated information systems (Finance Analyst).
  • Six (6) years of progressively responsible professional experience as an accountant, auditor, or analyst, one (1) year of which must be at the Project Leader level overseeing the design and implementation of financial accounting systems, accounting program analysis, cost accounting models, debt service programs, or automated information systems (Senior Finance Analyst).
  • Two (2) years as a Finance Analyst for the County of Ventura (Senior Finance Analyst).
  • Verification of accounting coursework completed is required and must be attached to your application.
  • Applicants who attended a college or university that is accredited by a foreign or non-U.S. accrediting agency must have their educational units evaluated by an educational evaluation service and must be attached to your application.
  • Advanced proficiency with Microsoft Excel.
  • Transcripts (unofficial transcripts are acceptable) or grade reports from an accredited college or university which reflect passing grades in the required subject areas must be submitted to County Human Resources prior to the closing date of this recruitment.

  • Knowledge of: operations, services and activities in assigned fiscal program area; Generally Accepted Accounting Principles and Generally Accepted Auditing Standards; laws and regulations affecting governmental financial operations; application of automated systems for financial reporting and accounting purposes; fiscal monitoring and control methods; budgeting methods, techniques and processes; Federal Office of Management and Budget (OMB) circular A-87; Annual Comprehensive Financial Report guidelines and processes; project management methods and processes; and cost accounting principles and processes.
  • Skill in: applying financial principles and regulations to assigned fiscal program area; reconciling financial statements; developing clear and concise fiscal reports, statements and related documents; and use of computers and related technology including software applications specific to work performed.
  • Ability to: perform complex analytical and critical examination of fiscal operations and activities; exercise sound judgment; understand interrelationships among financial records and documents; analyze financial/accounting data and draw logical conclusions; analyze and evaluate administrative and abstract accounting concepts and procedures; understand, interpret and apply professional and procedural requirements, principles, and standards; evaluate and reconcile financial data from multiple financial accounting systems; communicate effectively both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

Responsibilities

  • Evaluates fiscal controls, accounting standards, financial systems, financing requirements, and legislative impacts.

  • Researches and analyzes changes in legislation, Governmental Accounting Standards Board (GASB), State Controller's Manual, Governmental Accounting, Auditing and Financial Reporting, Federal Office of Management and Budget (OMB) guidelines.
  • Evaluates County-wide fiscal/accounting impact and recommends policies, systems and procedures to implement the changes.
  • Advises and coordinates with departments/agencies on new accounting structure, classifications, internal controls and reporting requirements.
  • Evaluates and reviews accounting policies and reporting systems for large County agencies or groups of agencies for compliance with regulations and reporting requirements.
  • Oversees assigned County agencies' financial activities including but not limited to reviewing and monitoring of budgets, reviewing and monitoring of current financial activities based on current trends and historical data.
  • Recommends adjustments, if necessary and ensures that the financial activities are in compliance with Generally Accepted Accounting Principles (GAAP) or GASB, and in accordance with existing legislation, ordinance or any board actions.
  • Prepares Enterprise Fund financial summary analysis report that includes quarterly variance analysis of budget versus actuals of the entire Enterprise Fund.
  • Reviews and authorizes approval of financial management system documents such as journal vouchers and year-end accruals.
  • Reviews and adjusts raw data for Schedule of Expenditures of Federal Awards for the preparation of the Single Audit Report.
  • Assists in the preparation of the Annual Comprehensive Financial Report (ACFR) including preparation of the General Fund financial statements and corresponding reconciliations of fund balance, related trust entries, accrued liabilities, deferred revenues and other necessary adjustments.
  • Reviews, proofreads, and reconciles draft ACFR for any discrepancies in amounts, calculations, totals, references, spellings, sources and general presentation prior to publication.
  • Reviews and reconciles Department Budget Report of Revenues and Expenditures, a report supplementary to ACFR, and also prepares reconciliation of County-wide inter fund transactions for consolidation to the ACFR.
  • Plans, schedules and coordinates all aspects of the County-wide Annual Contract Service Rates, state mandated cost claiming and the Cost Allocation Plan processes.
  • Reviews, analyzes and develops information concerning County-wide cost accounting issues; evaluates the appropriateness of bases and techniques used, integrity to the cost model, equitable allocation of costs, and maximum cost recovery from state and federal entities.
  • Reviews agency claims to assess compliance with Mandated Cost Manual, Cost Plan procedures and SB 90 guidelines.
  • Negotiates the indirect overhead and support service costs billable by the County for state/federal grants and contracts.
  • Regularly interfaces with County agency/department fiscal managers and with state and federal auditors.
  • Reviews and make comments or suggestions on Board Letters taking into consideration the fiscal impact of any recommendation therein and verifying corresponding mandates or legislation referred thereto.
  • Interprets new legislation or pronouncements released by authoritative bodies such as GASB, state and federal entities, ordinances and instructions.
  • Plans, leads, schedules, assigns and monitors the work of assigned professional and technical staff in assigned fiscal program area (Senior Finance Analyst).
