The Construction Engineering and Inspection team is critical for turning plans into reality safely, on time, and within budget, providing full-service construction administration, specialized inspection, and testing for a wide range of infrastructure projects. The Field Project Representative 4 is responsible for a wide range of construction observation, administrative duties, and documentation during the construction phase of projects. This position requires the ability to travel away from the home location for extended periods to work on-site at construction projects and may require night shift and/or weekend work. Key duties include interpreting contract plans and specifications, observing and inspecting contractor work for compliance, note taking and documentation, preparing pay requests, and record keeping. The representative may also assist other Construction Engineering and Inspection staff with responding to requests for information, change orders, and other field/construction administrative duties as needed.

Requirements

  • Ability to travel away from home location for extended periods of time to work on-site at construction projects.
  • Proficiency in Microsoft Office (Outlook, Word, Excel).
  • Proficiency in Market Sector Software (AASHTOWare, DocExpress, local agency data management software, Newforma, MS Project, Equipment Watch Rental).
  • Fully proficient understanding of technical fundamentals related to the market sector.
  • Ability to lead small teams (1-2 people) to complete challenging assignments.
  • Independent thinking with clear communication and direction to others.
  • Ability to take responsibility for results.
  • Strong understanding of scopes, schedules, and budgets.
  • Advanced skill in interpreting, selecting, and employing industry standards and regulations (e.g., relationship/order of precedence of contract documents, materials testing and requirements, quantity and quality tracking, local agency, state DOT, EJCDC, ACI, MasterSpec, other building codes).
  • 6 years of experience (or 5 years with an advanced degree).
  • All certifications required by local jurisdiction (e.g., ODOT Drilled Shaft, Traffic Signals, etc.).
  • Valid driver’s license.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to create and interpret graphs and understand statistical analysis.
  • Ability to sit, talk, hear, stand, walk, and use hands.
  • Ability to occasionally lift and/or move up to 40 pounds.
  • Specific vision abilities including close vision and ability to adjust focus.

Nice To Haves

  • Bridge Inspection Team Lead optional certification.
  • PE (Professional Engineer) optional license.

Responsibilities

  • Perform a wide range of construction observation, administrative duties, and documentation during the construction phase of projects.
  • Travel away from home location for extended periods of time to work on-site at construction projects.
  • Interpret contract plans and specifications.
  • Observe and inspect work performed by contractors to evaluate compliance with contract documents.
  • Take notes and document project activities.
  • Prepare pay requests and maintain records.
  • Assist other Construction Engineering and Inspection staff with responding to requests for information, change orders and other field/construction administrative duties as needed.
  • Lead technical efforts on a variety of project types, sizes, and complexities.
  • Mentor others on technical tasks and skills.
  • Provide quality control of moderately complex deliverables.
  • Lead small teams (1-2 people) to complete challenging assignments.
  • Provide clear communication and direction to others and take responsibility for their results.
  • Produce daily construction reports and project documentation independently and oversee others with less experience.
  • Perform submittal reviews.
  • Produce in-service inspection reports.
  • Produce Construction Time Estimates (CTEs).
  • Produce change order support documents (Force account process).
  • Understand scopes, schedules, and budgets.
  • Predict and deliver individual tasks within a set level of effort.
  • Consistently meet budget and schedule expectations on projects.
  • Develop budgets and schedules for complex tasks.
  • Break down complex projects into logical tasks.
  • Mentor others on understanding budgets and schedules.
  • Prioritize multiple assignments to successfully deliver all assigned projects on time and on budget.
  • Interpret, select, and employ industry standards with advanced skill (e.g., relationship/order of precedence of contract documents, materials testing and requirements, quantity and quality tracking, local agency, state DOT, EJCDC, ACI, MasterSpec, other building codes).
  • Actively mentor others on interpreting standards.
  • Communicate frequently and directly with clients to resolve technical issues on moderate to complex projects.
  • Lead client project meetings.
  • Understand appropriate messaging and legal risks.
  • Perform advanced levels of technical work on large, complex projects as a trusted technical member of the market sector.
  • Operate with a high level of autonomy.
  • Review the work of others.
  • Perform some project management tasks.
  • Oversee team operations and the daily workflow of the team (if supervising).
  • Organize workflow and ensure that employees understand their duties or delegated tasks (if supervising).
  • Recruit and hire new employees (if supervising).
  • Implement training for new hires and identify training opportunities for current staff (if supervising).
  • Communicate information from leadership to employees and vice versa (if supervising).
  • Monitor employee productivity and provide constructive feedback and coaching (if supervising).
  • Set goals for performance and deadlines and communicate them to employees (if supervising).
  • Provide constructive and timely performance evaluations (if supervising).
  • Decide on reward and promotion based on performance (if supervising).
  • Handle discipline and termination of employees as needed and in accordance with company policy (if supervising).
  • Perform other duties as assigned.
