About The Position

Koniag IT Systems, LLC, a Koniag Government Services company, is seeking an experienced Field Support Liaison to support our customer’s Identity, Credential, and Access Management (ICAM) program. This is a senior, client-facing consulting role that serves as the critical bridge between the central ICAM Program Office and major stakeholder organizations. Individuals in this role are designated as Key Personnel under this contract and are expected to bring a high level of professionalism, technical acuity, and stakeholder management expertise to their assigned location. Field Support Liaisons will be co-located with major client stakeholder organizations at key geographic locations as designated by the Government Program Manager, across four different sites. This position requires on-site presence and may not be performed remotely. The Field Support Liaison will serve as the on-site representative of the client’s ICAM Program Office, providing direct support to application owners, ICAM personnel, and mission-focused organizations at their assigned location. This individual will play a pivotal role in driving local adoption of ICAM capabilities, facilitating seamless integration, and ensuring that stakeholders at all levels have the guidance and resources they need to succeed.

Requirements

  • Bachelor's degree in Information Technology, Computer Science, Business Administration, Cybersecurity, or a related field from an accredited college or university.
  • 7+ years of experience in a client-facing IT consulting, program support, or liaison role within a government or defense environment.
  • Demonstrated experience supporting Identity, Credential, and Access Management (ICAM), cybersecurity, or enterprise IT integration programs.
  • Active DoD Secret clearance or higher, or the ability to obtain and maintain the required clearance level.
  • Exceptional interpersonal and communication skills in English — both written and oral — with demonstrated ability to engage effectively with technical and non-technical audiences at varying levels of seniority, including senior military and civilian leadership.
  • Strong understanding of ICAM concepts, frameworks, and federal/DoD identity management standards and policies (e.g., NIST SP 800-63, DoD ICAM Reference Design).
  • Proven ability to serve as a trusted on-site representative, managing stakeholder relationships with professionalism, discretion, and a service-oriented mindset.
  • Experience analyzing business and technical requirements and translating them into actionable guidance and integration roadmaps for application owners.
  • Ability to identify, synthesize, and clearly communicate field-level findings, risks, and recommendations to program leadership.
  • Demonstrated ability to work independently with minimal supervision in a geographically dispersed, co-located government environment.
  • Proficiency in tracking and reporting on multiple concurrent workstreams, priorities, and stakeholder engagements.
  • Experience contributing to or maintaining knowledge management repositories, playbooks, or similar documentation resources.
  • Familiarity with Agile and/or program management methodologies and the ability to operate within structured program governance frameworks.
  • Ability to obtain and maintain the required DoD security clearance.

Nice To Haves

  • Experience working directly federal agency programs.
  • Prior experience serving in a Key Personnel or similarly designated role on a government contract.
  • Direct experience supporting ICAM, cybersecurity, or enterprise IT programs.
  • Familiarity with Single Sign-On (SSO), Multi-Factor Authentication (MFA), Public Key Infrastructure (PKI), and directory services technologies in a DoD environment.
  • Experience supporting application onboarding to enterprise identity platforms or federated identity solutions.
  • Knowledge of DoD IT governance, acquisition, and compliance frameworks.
  • Familiarity with collaboration and ticketing platforms such as SharePoint, ServiceNow, or equivalent tools used in government program environments.
  • PMP, CISSP, Security+, Okta Certified Professional/Administrator or other relevant professional certifications.
  • Prior military service or extensive experience working in an embedded military/government environment.

Responsibilities

  • Serve as the On-Site Point of Contact: Act as the primary local communication channel between the ICAM Program Office and application teams and ICAM personnel at the assigned geographic location.
  • Facilitate day-to-day collaboration between all relevant stakeholders, ensuring timely and accurate information flow in both directions.
  • Provide Expert Onboarding Guidance: Function as a subject matter expert and consultant for application teams navigating the ICAM onboarding process.
  • Provide clear, actionable guidance on ICAM policies, technical standards, compliance requirements, and the end-to-end integration lifecycle.
  • Drive Local Adoption: Proactively engage with local application owners and ICAM offices to promote awareness of the ICAM program, articulate its operational value, and assist teams in overcoming administrative and technical obstacles to successful integration.
  • Gather and Report Field-Level Feedback: Systematically collect, synthesize, and escalate feedback from application teams and local stakeholders to the central ICAM Program Office.
  • Identify recurring challenges, capture lessons learned, and surface opportunities for process improvement and program enhancement.
  • Support the ICAM Knowledge Base: Contribute field-derived best practices, lessons learned, and frequently asked questions to the central ICAM Knowledge Base, improving the self-service experience and reducing friction for application owners across the enterprise.
  • Navigate Cross-Functional Collaboration: Work across organizational boundaries to reconcile business requirements with technical capabilities, helping stakeholders understand integration options and align expectations between mission organizations and the central ICAM program.
  • Monitor and Track Local Integration Progress: Maintain awareness of the status of application onboarding efforts within the assigned location, proactively identifying at-risk integrations and coordinating with the Program Office to resolve blockers.
