About The Position

The Construction Contractors Board (CCB) is seeking a Full-Time, permanent Field Investigator, classified as a Compliance Specialist 2. This role involves conducting site visits to assess compliance with state licensing requirements, statutes, rules, and laws. The position requires daily travel throughout Eastern Oregon, covering Morrow, Grant, Umatilla, Union, Wallowa, and Baker Counties, with potential travel outside these areas for up to a week at a time. The candidate should reside in Union or Umatilla County. The CCB is committed to promoting racial equity and providing equitable support to all Oregonians.

Requirements

  • Four years’ experience doing administrative research that included compiling and evaluating facts to recommend management action or decide compliance with program guidelines and regulations.
  • Two of the four years must be above the technical support level.
  • Experience in a regulatory industry or program.
  • A valid driver’s license and a good driving record are required.
  • College-level coursework may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.

  • Ability to spot illegal issues that need gained compliance through assistance by the agency.

Responsibilities

  • Collect, analyze, and interpret information relating to violations in accordance with the rules of evidence for active and non-active jobsites.
  • Use generally recognized investigative techniques.
  • Conduct on-site reviews to determine compliance.
  • Apply and interpret governing statutes, administrative rules, policies, and procedures relevant to violations.
  • As an agent of the board, has the authority to impose sanctions on violators.
  • Prepare investigative reports with exhibits showing evidence of a violation that may be used in an administrative hearing or court of law.
  • Testify as a witness in contested case hearings.
  • Issue citations to violators and prepare compliance reports on violations observed in the field.
  • Use de-escalation skills to diffuse elevated conversations in person on jobsites.
