About The Position

This position is responsible for coordinating and oversight of distribution construction contractors assigned at the district level(s) in support of the Cooperative’s strategic initiatives. The Field Construction Coordinator will coordinate, oversee, and schedule processes and procedures for supplying electric power with key stakeholders including members, developers, and contracted crews. They will plan, organize, and monitor the work assigned to contractors, inspect and approve completed work, and ensure accuracy of as-built versus as-billed items on invoicing. This role involves collaboration with various departments to maintain accurate system diagrams and maps, coordinate right-of-way requirements, obtain necessary permits, and enforce company safety policies and relevant codes. The coordinator will inspect construction and maintenance work, provide vehicle maintenance, and ensure contractors meet all specifications. They will also identify and report problems, recommend process improvements, serve as a subject matter expert on electrical distribution construction, and maintain performance metrics on contractors. The position requires operating a PEC vehicle, maintaining driver eligibility, and ensuring the security of confidential information.

Requirements

High School Diploma
Ten years of electrically qualified utility experience
DOL Certified Journeyworker
Valid Texas Driver’s License and Motor Vehicle Report that comply with PEC policy
Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data or processing mapping information
Knowledge of principles and processes for providing customer service
Knowledge of the current Global Information System mapping system
Knowledge of relevant inspection equipment, construction specifications, underground developer specifications, policies and procedures
Knowledge of National Electric Code and National Electric Safety Code specifications
Knowledge of Cooperative Specification and the Safety Manual’s
Skilled in time management
Skilled in prioritizing and managing changing priorities
Skilled in establishing and maintaining positive relationships with internal and external customers
Ability to work across organizational boundaries
Ability to traverse all types of terrain
Ability to work in adverse weather conditions
Ability to communicate effectively verbally and in writing
Ability to anticipate, identify, analyze and resolve conflict and problems

Responsibilities

Coordinate, oversee, schedule processes and procedures for supplying electric power with key stakeholders including members, developers and contracted crews
Plan, organize and monitor the work assigned to the contractors performing work in their assigned district(s).
Inspect, review and approve work completed by construction contractors
Work with district level leadership to ensure accuracy of as built vs. as billed items on invoicing
Work with Distribution Operations Technicians, managers, planning and design leads to ensure system and district one line diagrams, maps and computer mapping is current and reflects recent facility additions or corrections
Coordinate with project managers, department members, construction crews, and civil inspectors to determine right of way requirements
Obtain permission from property owners and regulatory authorities for access and permits .
Interpret, adhere to and enforce the company safety policy, the Line Extension Policy and the National Electric Safety Code
Inspect the URD and OH construction and maintenance work of construction contractors and PEC crews
Provide proper and routine maintenance and care for assigned vehicle and associated hand tools
Ensure contractors have met all cooperative specifications, local and National Electric Safety Code regulations
Notify supervisors and other appropriate personnel of problems encountered in the inspection process
Make recommendations for process improvements and solutions to problems
Serve as the subject matter expert on electrical distribution construction issues
Provide day to day technical direction
Maintain performance matrix on construction contractors
Operate PEC vehicle(s) for business purposes in accordance with applicable Federal, State, and local law and PEC policies and procedures
Maintain driver eligibility through appropriate valid Texas Driver's License and driving record in accordance with PEC policy
Maintain the security of confidential information
Stay abreast of advances in technology
Demonstrate regular and prompt attendance
Performs other related duties as necessary or assigned
Provide technical direction and day to day instruction to construction contractors or Cooperative crews assigned to the district(s) or other areas.
