About The Position

Provides overall project administration and accounting expertise to support project team staff on assigned projects. Provides day-to-day supervision and mentoring to all accounting and administrative support staff assigned to the same project. Identifies and implements process improvements, cost savings, and billing opportunities.

Requirements

  • Bachelor’s degree in a related discipline.
  • 3 to 5 years of progressive experience with direct project administration and accounting in the construction or a related industry preferred.
  • Intermediate construction knowledge; understands general construction terms and processes.
  • Advanced knowledge and understanding of full-cycle accounting, with the ability to teach and mentor more junior staff.
  • Advanced understanding of accounting principles, including maintenance of ledgers and cash-flows, with ability to analyze and recommend potential strategies.
  • Intermediate understanding of project forecasting and budgeting.
  • Advanced understanding of accounting principles, including maintenance of ledgers and cash flows, with ability to analyze and recommend potential strategies.
  • Understands and complies with all labor agreements, government legislation, and PCL policies and procedures.
  • Intermediate knowledge of government legislation regarding accounting and applicable generally accepted accounting practices and standards.
  • Understanding of Lean principles and process improvement.
  • Basic knowledge of bid and contract securities and insurance as they relate to risk management, claims management, pricing, and accounting.
  • Intermediate understanding of subcontract PO terms, including insurance and subcontractor default insurance (SDI) and bonding requirements.
  • Basic ability to explain and negotiate subcontract terms and conditions.
  • Intermediate understanding of owner contracts as they relate to payment terms, billing requirements, audit rights, and cost-of-work definition, insurance, and bonding.

Responsibilities

  • Monitors and approves the daily/weekly/monthly/yearly accounting functions such as accounts payable, accounts receivable, payroll, and others as required, in accordance with legislative, contract terms, PCL policy, procedures, and guidelines.
  • Assists with the implementation and monitoring for adherence to district/ company administration and accounting policies and procedures.
  • Reviews and analyzes all project adjustments, submissions, and reports and ensures they are completed in a timely manner.
  • Follows up and manages any issues, problems, or discrepancies.
  • Performs monthly job cost report analysis and reconciliation in coordination with the project manager for timely financial reporting.
  • Provides various ad hoc reports and analysis, then presents information to accounting manager, field business manager and/or project team.
  • Prepares, reviews, and analyzes all month-end and year-end project reporting.
  • Assists with financial year-end procedures.
  • Assists with assembling information for internal financial reporting requirements and external financial reporting requirements.
  • Works with operations management and accounting manager to effectively analyze and manage project cash flow and provides recommendations accordingly.
  • Ensures all project and subcontract required documentation, including insurance, bonding, SDI, workers’ compensation, statutory declarations, and lien waivers are in place and renewed accordingly.
  • Works closely with the project team members to provide general guidance and expertise on contract/ subcontracts, including interpretation of contract/ subcontract documents, and negotiates subcontract changes as required.
  • Oversees and is accountable for the setup, maintenance, adjustments, and monitoring of all project accounting processes and procedures as required.
  • Administers all governmental compliance reporting required by the contract (e.g., certified payrolls, diverse business participants, project labor statistics hiring goals).
  • Establishes project setup procedures aligned with contract terms and conditions outlined in owner contracts and trade partner documentation.
