About The Position

GDIT’s CMS Sector, within the Health Analytics, Research and Quality (HARQ) portfolio, is seeking a Fast Healthcare Interoperability Resources (FHIR) / Digital Quality Measures (dQMs) Lead to serve as the senior technical subject matter expert on quality improvement and measures management programs. This key personnel role sets the technical direction for FHIR-based dQM efforts, serves as the primary technical liaison to CMS and related federal clients, and mentors a team of subject matter experts across performance category workstreams. The ideal candidate has significant hands-on experience translating measures into FHIR-based, computable specifications and can lead across all stages of the digital measure lifecycle—from concept development through annual CMS maintenance cycles.

Requirements

  • Master’s degree in health informatics, computer science, public health, nursing, or related field.
  • 11+ years of relevant experience as described herein.
  • 7+ years of healthcare quality measurement experience, including hands-on authoring of QDM-based eCQMs and FHIR-based dQMs.
  • Working knowledge of FHIR resources and implementation guides such as US Core, QI-Core, and Data Exchange for Quality Measures (DEQM).
  • Familiarity with the CMS measure lifecycle, including logic updates, value set management, and annual maintenance processes.
  • Experience on federal (preferably CMS) contracts, with an understanding of government-funded quality measurement deliverables and timelines.
  • Demonstrated ability to mentor junior staff while performing hands-on technical work.
  • Excellent written and verbal communication skills, including ability to explain technical concepts to non-technical CMS audiences.
  • Strategic thinker able to align technical work with CMS program direction and national policy needs.
  • Exceptional communication skills; ability to synthesize complex concepts for varied audiences.
  • Strong leadership and mentoring capabilities.
  • Advanced project management skills with ability to manage multiple priorities and deliverables.
  • Skilled in stakeholder engagement, negotiation, and relationship-building.
  • Regulatory compliance, health care governance, vendor management (i.e., Epic, Oracle Health, etc.), and strategic planning.

Nice To Haves

  • HL7 FHIR certification (FHIR Foundation or legacy FHIR R4 Proficiency); equivalent demonstrated standards expertise considered.
  • Prior experience at a CMS contractor supporting quality measure development or maintenance strongly preferred.
  • Clinical background or clinical informatics training preferred.
  • Knowledge of federal quality reporting program structures.

Responsibilities

  • Serve as the primary technical point of contact with CMS and federal stakeholders for digital quality measurement, FHIR, QI-Core, CQL, and interoperability topics.
  • Define and manage the technical direction for dQM specification across federal quality reporting program structures.
  • Oversee development, refinement, and maintenance of FHIR-based digital measure specifications.
  • Lead translation of traditional measures into FHIR-based dQMs.
  • Direct activities spanning concept development, specification authoring, CQL and value set management, feasibility review, testing/validation, and annual program maintenance cycles.
  • Ensure alignment with CMS standards, timelines, and HL7 FHIR implementation guidance.
  • Represent GDIT in technical discussions with CMS, measure stewards, registry vendors, and interoperability partners.
  • Partner with HARQ leadership to strengthen organizational FHIR capability and digital measurement expertise.
  • Mentor and guide junior, mid, and senior-level technical and clinical staff supporting cross-program measure streams.
  • Provide structured coaching and hands-on technical oversight.
