About The Position

The FERC/RTO Affairs Associate role is responsible for monitoring, compiling, analyzing, and reporting on information from PJM concerning the Company. This role will work closely and interface with their counterpart focusing on Federal Energy Regulatory Commission (FERC) and will be required to understand and occasionally report out on proceedings before FERC. In addition, the position will build and maintain strong relationships throughout the organization while ensuring that the policies and procedures of the Company are maintained. The FERC/RTO Affairs Associate is responsible for monitoring and analyzing policy and proposal developments at PJM to support the development of regulatory strategy and advocacy. This role involves: Being the primary communicator to internal stakeholders on developments at PJM. Supporting engagement with the PJM stakeholder holder process and liaising with industry stakeholders. Supporting the development of strategies for regulatory compliance and advocacy at FERC and PJM. Collaborating with cross-functional teams, including legal, regulatory affairs, transmission planning, markets, treasury and operations to support the development of regulatory strategy and compliance with FERC and PJM mandates and requirements. The FERC/RTO Affairs Associate’s decisions influence regulatory strategy development and strategic positioning in at PJM. Key impacts include: Shaping the company’s participation at PJM, including transmission planning and regional markets, which affects financial outcomes, rate structures, and service reliability. Contributing to policy advocacy that aligns with the company’s long-term business objectives, potentially influencing PJM rule development.

Requirements

  • Bachelor’s Degree in Business Administration, Public Policy, Legal, or Engineering.
  • 5+ years of experience in the electric utility industry.
  • Writing sample required.

  • Reading Comprehension - Understanding written sentences and paragraphs in work-related documents.

Nice To Haves

  • Master’s Degree.
  • Experience working with the PJM or RTOs.
  • Understanding of the wholesale and retail power markets in a stakeholder-driven RTO environment.
  • Strong understanding of the utility regulation including demonstrated strategy.

Responsibilities

  • Track, communicate and maintain organized records regarding PJM and the PJM stakeholder process.
  • Gain consensus from internal stakeholders on voting positions at PJM.
  • Track, communicate and maintain organized records regarding emerging FERC and PJM regulatory issues.
  • Review, interpret, and make recommendations to management on existing and upcoming relevant proposals at PJM that could impact on the organization.
  • Provide written summaries and presentations to internal stakeholders up to VP level regarding issues and technical proposals at PJM.
  • Monitor and participate in PJM stakeholder meetings.
  • Provide summaries and analysis to internal stakeholders.
  • Review, analyze, track and make recommendations on PJM proposals that could impact the company. This includes preparing materials to develop company positions and tracking voting outcomes at PJM.
  • Assess and communicate regulatory risks and opportunities associated with proposals and activities at PJM.
  • Manage the company roster for PJM stakeholder meetings and certain annual PJM certifications.
  • Provide technical policy assistance on PJM regulatory issues to manager and internal stakeholders.
  • Coordinate responses to data submission requests by PJM, or other regulatory reporting requirements.
  • Conduct research activities and develops administrative policies and procedures as appropriate.
  • Perform other job-related duties as assigned
