About The Position

The Federal Proposal Manager will own the full proposal lifecycle, from kickoff to submission. This role involves technical writing and editing, managing compliance matrices, coordinating reviews, and building a response library to streamline future proposals. The position is project-based and reports to the GovCon Division Lead, with a dotted line to the Federal Capture Director. The Wilkinson Firm is a growing workforce strategy and staffing firm formally standing up its Government Contracting division.

Requirements

  • 5-15 years in federal proposal management, technical writing, or capture support.
  • Documented track record managing $1M+ federal proposals through full lifecycle to submission.
  • Shipley-trained or equivalent.
  • Fluent in FAR/DFARS, RFP structure (Sections L and M), and compliance matrix methodology.
  • Strong writing voice: clear, persuasive, and adaptable across technical and management content.
  • Comfortable working both as lead writer and as orchestrator of subject matter expert input.
  • Located anywhere in the US.

Nice To Haves

  • APMP credential preferred.
  • Past performance citations in workforce services, HHS programs, hospitality contracting, or staffing IDIQs preferred.
  • Prior role at a Tier 1 GovCon prime or boutique proposal shop.
  • Experience with VA, HHS, DoD behavioral health, or federal hospitality contracts.
  • Pricing strategy fluency (cost narrative, BOEs, indirect rate structures).
  • Experience standing up a proposal function inside an emerging GovCon firm.

Responsibilities

  • Manage the full proposal lifecycle: kickoff, compliance matrix, schedule, color-team reviews (pink, red, gold), production, submission.
  • Perform technical writing and editing for executive summary, technical approach, management approach, past performance, and key personnel resumes.
  • Own the compliance matrix, ensuring all Section L and M requirements, page counts, and formatting specifications are met.
  • Build the response library, including past performance citations, key personnel resumes, technical narratives, management approach modules, and pricing structures.
  • Coordinate with the Federal Capture Director on win themes, discriminators, and ghosting strategy.
  • Coordinate with subcontractor partners on teaming inputs and price submissions.
  • Track post-submission activities, capture debriefs, and document lessons learned.
