About The Position

Are you interested in being part of the team that is leading the deployment of broadband infrastructure to close the digital divide in the Commonwealth? The Office is hiring a Federal Program Specialist to implement and coordinate policies and procedures related to federal funds allocated to the Commonwealth for deployment of broadband infrastructure. This position is responsible for a variety of tasks including fiscal management of program activities, policy and data analysis, and interpretation of federal and state laws, regulations, and policies. The position provides technical assistance and outreach to eligible recipients on management of grant awards and monitors and reports on the use of grant funds. The Office of Broadband Development is the Commonwealth’s central broadband planning and coordination entity, serving as the single point of contact and liaison to federal agencies and programs regarding broadband issues. The Office oversees the Broadband Deployment Fund and is responsible for the creation and implementation of a statewide broadband plan.

Requirements

  • Knowledge of state and federal policies and regulations.
  • Possesses strategic thinking and sound decision-making abilities.
  • Able to prioritize and balance multiple projects simultaneously and meet required deadlines.
  • Attention to detail; completes tasks accurately and thoroughly.
  • Proficient in Microsoft Excel.
  • Excellent verbal, written, and communication skills.
  • Demonstrated ability to work independently and be self-motivated, as well as the ability to be part of a team.
  • EDUCATION: Graduate of a college or university with a bachelor's degree.
  • EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in budget administration, grant administration, financial analysis and/or forecasting, statistical analysis, financial auditing, or a related field.
  • Two years of the required experience must include the preparation, research and planning, budgeting, or administration of state or federal grants-in-aids.

Nice To Haves

  • A master's degree will substitute for one year of required experience.
  • Additional grant-in-aid related experience will substitute for the required education on a year-for-year basis.

Responsibilities

  • Provides direction and coordination in the administration of federal grants for broadband deployment.
  • Facilitates contracting with and provides technical assistance to vendors and subrecipients.
  • Oversees expenditures and monitors for compliance with state and federal regulations.
  • Processes applications, monitors and evaluates broadband deployment projects.
  • Maintains, tracks, and reports on grant documents, contracts, and records.
  • Prepares federal financial and activity reporting and works closely with federal agencies.
  • Attends meetings and develops relationships with federal, state, and local officials and stakeholders.
  • Conducts policy and data analysis related to federal programs for broadband deployment.
  • Represents agency management in meetings related to broadband projects and programs.
