About The Position

The Federal Operations Manager is responsible for managing and directing the day-to-day operations of Goodwill Easterseals Miami Valley’s federal contracts. This role ensures operational excellence, regulatory compliance, and alignment with the organization’s mission. The Manager will lead staff, ensure high-quality service delivery, develop relationships with federal agencies, and coordinate cross-functional initiatives to drive performance, efficiency, and growth across federal contract sites.

Requirements

  • Bachelor’s degree in Business Administration, Operations Management, Public Administration, or related field. Equivalent experience may be considered in lieu of a degree.
  • Minimum 5 years of operational management experience, preferably in a federal contracting or government services environment.
  • Demonstrated success in managing large-scale service operations with multiple sites and contracts.
  • Proven ability to manage federal compliance, government relationships, and contract performance.
  • Strong leadership and team development skills.
  • Advanced knowledge of federal contract compliance and operational regulations.
  • Excellent written and verbal communication skills.
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
  • Analytical and critical-thinking skills to assess and solve operational problems.
  • Strong customer service orientation, especially with federal agencies.
  • Excellent organizational, time management, and multitasking skills.
  • Financial and budget management capabilities.
  • Customer Service Oriented with a pleasant disposition.
  • Must be able to follow through with projects and assignments in a timely and efficient manner.
  • Commitment to the mission, vision and values of Goodwill Easterseals Miami Valley.
  • Must maintain a valid driver's license and a driving record acceptable to Goodwill's liability insurance provider.
  • Must be able to travel locally and regionally to contract sites.
  • Must maintain the ability to pass a criminal background check and random drug screens and obtain the required passes for each of the Government facilities in which work is performed by this business unit.

Responsibilities

  • Oversee operations and performance of all federal contract sites to ensure compliance with federal standards, contract terms, and agency goals.
  • Develop, lead, and train site supervisors and staff across multiple locations under federal contracts.
  • Monitor and manage contract performance metrics, including quality, financials, staffing, and mission-based outcomes.
  • Ensure all federal reporting requirements are met, including timely and accurate submission of deliverables.
  • Lead contract startup and closeout activities in coordination with Business Services and partner agencies.
  • Ensure compliance with federal regulations, including Department of Labor, AbilityOne, OSHA, and security clearance protocols.
  • Serve as primary liaison with federal contracting officers, inspectors, and agency representatives.
  • Contribute to the development of bids and proposals for new federal contracts or modifications to existing ones.
  • Manage federal contract budgets and ensure operations stay within approved spending parameters.
  • Drive continuous improvement and operational efficiency through process optimization and staff development.
  • Maintain required records and reports for internal use and external compliance.
  • Respond to after-hours or on-call situations as needed.
  • Directly supervises federal contract site managers and support personnel. Responsible for hiring, training, performance management, and staff development.
