About The Position

The Department of Health Care Policy & Financing (HCPF) oversees and operates Health First Colorado (Colorado's Medicaid Program), Child Health Plan Plus (CHP+), and other state public health programs for qualified Coloradans. The Federal Implementation Communications Specialist Temporary Aide is a 30 hour a week position funded through June 30, 2026. This position leads and coordinates communications for HR 1 implementation, ensuring timely, accurate guidance for providers, members, and community partners. It manages communication plans, produces newsletter content and partner materials, maintains FAQs, and supports stakeholder webinars and meetings. The role collaborates across teams and agencies, advises leadership on communication effectiveness, and contributes to broader eligibility and coverage-transition communication efforts.

Requirements

  • Six (6) years of experience in communications experience including communication planning and execution of communication or marketing plans
  • OR
  • Bachelor's degree from an accredited institution in Communications, Marketing, Public Relations, Business, Health Care Administration, Public Health, Public Policy, Public Administration, or closely related field of study related to the work assignment.
  • AND
  • Two years of professional communications experience including communication planning and execution of communication or marketing plans
  • Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
  • An associate will count as two years of experience
  • A bachelors will count as four years of experience
  • A masters degree will count for six years of experience
  • A doctorate or juris doctorate degree will count for seven years of experience

Responsibilities

  • Plans, executes, and monitors the effectiveness of communications related to the HR 1 & Community Engagement Requirements Communications.
  • Serves as the editor for the HR1 Implementation Partner newsletter.
  • Ensures provider, member, stakeholder and other communication plans are updated to reflect most recent guidance and operational timelines to prepare for HR 1 implementation.
  • Works with subject matter experts to draft communications and ensure timely clearance of materials to meet deadlines.
  • Manages the Frequently Asked Questions (FAQ) library, ensures content is accurate and up-to-date and posted on the online resource center.
  • Works with the Stakeholder Engagement team to organize and execute quarterly community partner webinars including promotion of events, scheduling speakers and organizing content.
  • Provides direction to Department management on the status and effectiveness of HR 1 Implementation Communications.
  • Represents the Department in engagement with other state agencies and partners federal implementation communications.
  • Recommends to management changes in strategy or plan tactics to ensure communications are effective and meet Department goals.
  • Collaborates with the Stakeholder Engagement team to manage partner planning meetings to facilitate consistent communications to members and providers.
  • Coordinates regular communications meetings with Regional Accountable Entities, Managed Care Organizations, Child Health Plan Plus (CHP+) health plans, Connect for Health Colorado, and other state agencies as needed.
  • Drafts partner guidance in the form of memos and trainings with subject matter expert input.
  • Collaborates with the Eligibility and Stakeholder Engagement teams to disseminate guidance and serve as the primary point of contact for that guidance where appropriate.
  • Works on special projects as assigned by the Communication Director or Office Director, Policy Communication & Administration to support eligibility, renewals, and transitions in coverage communication.
  • Works with the Public Information Officer and Communication Director to ensure HCPF coordination and execution of communication campaign deliverables on time and on budget for implementation of HR 1.
  • Creates presentations and meeting materials for ongoing engagement with internal and external stakeholders.
  • Other duties as assigned.
