About The Position

Neurocrine Biosciences is seeking a proactive and detail-oriented professional to join our Federal Government Affairs team in Washington, DC. This role plays a key role in developing and executing the Federal Government Affairs team in the development and execution of legislative and policy priorities relevant to the company. This position offers a unique opportunity to engage across a wide range of issues that impact patient access to quality healthcare services, as well as pharmaceutical access, coverage, and reimbursement. The Manager will conduct research, develop and recommend legislative strategies, attend congressional events, meet with Members of Congress and staff, and represent the company in industry trade and advocacy groups. The Manager will also lead project management and process optimization efforts for the Federal Government Affairs team. Candidates should have strong research, communication, and organizational skills, and a passion for shaping healthcare policy to improve patient access and support business objectives.

Requirements

  • Bachelor’s degree and 6+ years professional experience in a healthcare, legislative, or public policy role
  • Experience as staff in Congress or the Administration is preferred
  • Advanced knowledge of the federal legislative process, federal healthcare policy, and the policy environment affecting pharmaceutical access, coverage, and reimbursement
  • Ability to apply that knowledge to assess implications for the company and recommend action
  • Demonstrated ability to independently analyze complex policy issues, exercise sound judgment, identify viable solutions, and translate business and policy objectives into actionable recommendations
  • Highly skilled communicator with demonstrated ability to convey – clearly and persuasively – targeted messages to stakeholders with varied backgrounds and interests
  • Keen attention to detail and exemplary writing and editorial skills
  • Demonstrated ability to adapt to changing legislative and business priorities and consistently deliver high-quality work in a fast-paced environment
  • Strong interpersonal and influencing skills, with a demonstrated ability to build productive relationships, lead cross-functional workstreams, and drive alignment among internal and external stakeholders
  • Demonstrates behaviors consistent with the company’s values
  • Excellent project and time management skills, with an ability to meet concurrent deadlines with a high degree of accuracy and efficiency
  • Advanced proficiency with Microsoft Office
  • Experience with project management and collaboration platforms such as Smartsheet, OneNote, or SharePoint preferred

Responsibilities

  • Proactively lead and manage multiple cross-functional legislative work streams
  • Contribute to the development of and independently execute the company’s federal government affairs strategy and tactics
  • Build and maintain strong relationships with Members of Congress and staff to advance company policy priorities and provide insight into the evolving federal policy environment
  • Monitor, interpret, and communicate congressional hearings, meetings, legislation, and other relevant events or policy announcements
  • Conduct and synthesize research on legislation and the congressional landscape to identify risks, opportunities, and recommended courses of action
  • Develop and refine briefing materials and talking points for internal leaders and external engagements
  • Represent the company and its interests within trade and advocacy working groups
  • Identify, recommend and implement improvements that increase the effectiveness of the Federal Government Affairs team via optimization of existing processes and procedures, including more efficient utilization of technological supports
