About The Position

This position plays a critical role in ensuring compliance with HCBS and other state and federal regulations through on-site field visits, provider audits, and compliance assessments. The Federal Compliance Coordinator conducts announced and unannounced visits to evaluate provider adherence to HCBS Final Rule requirements, person-centered service delivery, and integrated community settings. This role involves direct engagement with service providers, reviewing documentation, assessing environmental conditions, and ensuring individuals receiving services have full access to their rights and choices. Additionally, the FCC III provides training, guidance, and technical assistance to providers and CVRC staff, helping to identify and address compliance concerns before they become systemic issues. While prior experience with Medi-Cal or waiver programs is helpful, success in this role comes from attention to detail, a willingness to learn, and the ability to apply regulations in real-world settings. This position also provides opportunities to participate in state-level compliance discussions, collaborate on process improvements, and contribute to the ongoing enhancement of CVRC’s HCBS monitoring efforts.

Requirements

  • Master’s Degree in social work, psychology, nursing, rehabilitation, or a related human services field, plus one years of experience in the developmental disabilities field -OR- Bachelor’s Degree in social work, psychology, nursing, or related human services field and three years of experience in the developmental disabilities field.
  • Understanding of developmental disabilities and related conditions.
  • Ability to establish and maintain positive and effective relationships with others.
  • Ability to prioritize varied work assignments and complete documentation within required timelines.
  • Ability to use computer and software for client documentation, client management information systems, email, and other required computerized functions.
  • Must demonstrate initiative, self-motivation, sound independent judgment, flexibility, strong interpersonal, and excellent written and oral communication skills.
  • Must have a valid CA driver’s license, reliable vehicle, and vehicle insurance.

Responsibilities

  • Conducts on-site field visits and audits at provider locations to evaluate compliance with HCBS Final Rule requirements, state and federal regulations, and person-centered service principles.
  • Performs both announced and unannounced visits to assess provider environments, review documentation, and ensure services promote community integration, individual choice, and self-determination.
  • Engages with service providers, staff, and individuals receiving services to verify that HCBS standards are being met and that individuals have full access to their rights and choices.
  • Reviews individual records, program documentation, and service plans to determine compliance with HCBS expectations, identifying any inconsistencies or areas of concern.
  • Reviews program designs to ensure they align with HCBS settings requirements and compliance standards, identifying any necessary adjustments to meet federal and state regulations.
  • Identifies and documents compliance issues, working with the Quality Assurance Team and Case Management Liaison to ensure concerns are addressed appropriately.
  • Prepares comprehensive reports on field findings, detailing provider compliance status, areas for improvement, and any corrective actions needed.
  • Tracks trends in compliance issues and provider performance, collaborating with internal teams to identify systemic concerns and recommend improvements.
  • Maintains organized records of field visits and audit findings, ensuring accurate documentation for internal monitoring and potential state or federal reviews.
  • Participates in and prepares for any state or federal audit by compiling necessary documentation, reviewing compliance measures, addressing audit inquiries, and supporting CVRC’s compliance efforts.
  • Attends meetings and trainings related to HCBS regulations and policy updates to stay informed and ensure monitoring practices align with the latest requirements.
  • Collaborates with internal teams, including the Quality Assurance Team, Case Management Liaison, and HCBS Field Team, to share findings and support compliance efforts across CVRC.
  • Researches state and federal regulations, policies, and legislative updates related to HCBS and waiver compliance to ensure CVRC’s practices align with evolving requirements.
  • Monitors HCBS grant contracts and contract amendments with vendors, coordinates execution and distribution, and ensures proper documentation by scanning and filing contracts.
  • Submits HCBS grant contract information and related service contracts to the supervisor for review and provides updates on the status of vendors who have received HCBS grant funds.
  • Prepares reports and analyses regarding vendor compliance with HCBS regulations for CVRC management, maintains contract databases, and prepares monthly HCBS compliance status reports.
  • Supports preparation for state and federal audits, ensuring that all required documentation from provider visits is properly recorded and available for review.
  • Participates in state and regional compliance meetings to stay updated on best practices and contribute to discussions on HCBS implementation and monitoring.
  • Identifies, coordinates, and provides information on community resources and services.
  • Supports effective and efficient business practice.
  • Maintains positive business relationships, confidentiality, good attendance, punctuality, and acts in accordance with all company policies and procedures.
