About The Position

The Wilkinson Firm (TWF) is seeking an experienced Federal Capture Director to build and lead their capture function. TWF has established the foundational elements for federal contracting, including MBE certification, SAM.gov registration, operational divisions, a credentialed team, and commercial customers. This role is for a seasoned professional who can manage federal opportunities from initial signal to awarded contract and establish the capture process within the firm. TWF is a workforce strategy and staffing firm with two operational divisions (HR Advisory for the mental health industry, Premium Hospitality and Event Staffing) and is formally establishing its Government Contracting division this quarter. They have three active staffing contracts and project a strong financial trajectory with a defined path to significant growth over the next 24 months. The firm has a federal-relevant scaffolding with operational divisions ready to serve federal contracts in HHS-adjacent verticals (VA mental health programs, DoD behavioral health support, HHS workforce IDIQs) and hospitality (federal lodging, on-base food service, training facility F&B).

Requirements

  • 7-15 years in federal capture, proposal management, or BD for small to mid-size GovCon firms
  • Documented track record capturing $1M+ federal contracts
  • Shipley-trained or equivalent
  • SAM.gov fluent
  • Comfortable with FAR/DFARS terminology
  • Familiar with small business set-asides and the certification lifecycle
  • Comfortable building a function from scratch inside a founder-led firm

Nice To Haves

  • Past performance citations in workforce, HHS-adjacent, hospitality, or staffing services
  • Prior role at a Tier 1 GovCon prime or boutique capture firm
  • Existing relationships at DoD, VA, HHS, GSA, or DHS
  • APMP credential
  • Track record of managed HUBZone or 8(a) certifications

Responsibilities

  • Federal opportunity identification and qualification across SAM.gov, GSA Schedules, agency forecasts, and prime/sub channels
  • Manage the capture-to-proposal lifecycle: opportunity assessment, teaming strategy, technical and price strategy, color-team reviews, submission readiness
  • Develop and document the capture playbook: pursuit criteria, gate reviews, win themes, ghosting strategy, competitive analysis
  • Build and manage prime and sub partner relationships and government POCs
  • Develop set-aside strategy and manage certification work (8(a), HUBZone, WOSB, SDVOSB) in coordination with the GovCon Division Lead
  • Provide pipeline visibility and reporting to firm leadership
  • Coach the Proposal Manager and Federal Account Executive roles as they are onboarded
