About The Position

The Edmonton Transit Service (ETS) is seeking an analytical, collaborative, and team-oriented Transit Fare Program Manager to join their Transit Planning, Ridership & Revenue section. This leadership role will oversee a team and shape the systems that welcome riders every day, focusing on transit innovation and regional connectivity. The Transit Fare Program Manager balances strategic and operational responsibilities within the City of Edmonton and across six regional partner municipalities. This role oversees contract, sales, and fare product management, supporting daily operations that generate over $90M in transit fare revenue. Regionally, the manager will drive the operational integration of the Regional Smart Fare Solution (RSFS) across member agencies, coordinate fare policy and pricing, model and forecast long-term ETS fare strategy, and present updates to ETS and regional leaders. The goal is to champion collaborative solutions that advance regional transit fare programs efficiently and equitably.

Requirements

  • A Bachelor's degree or Diploma in Technology, Management, Business Administration, or a related field.
  • A minimum of five (5) years of progressively responsible and diverse leadership experience in the transit industry.
  • Proven experience supervising a team, preferably within a unionized environment.
  • Experience working with electronic, account-based transit fare systems (such as the Arc system) and complex fare modelling.
  • Collaborative Relationship Building: Proven ability to establish positive partnerships with community partners, vendors, regional agencies, and senior leaders.
  • Strong Strategic & Analytical Skills: Ability to analyze complex pricing scenarios, synthesize financial data, and exercise independent judgment to make sound business recommendations.
  • Negotiation & Conflict Resolution: Excellent skills in facilitating consensus and negotiating win-win solutions across multiple organizations with diverse priorities.
  • Communication & Presentation: Exceptional verbal, written, and active listening skills, with the ability to convey complex policy and system information clearly to diverse audiences.

Responsibilities

  • Provide leadership, coaching, and professional development for the Fare Programs team, creating a positive, results-oriented, and inclusive work environment.
  • Direct the ongoing governance and operational integration of the Regional Smart Fare Solution (RSFS) across partner municipalities, facilitating win-win negotiations for system changes.
  • Model pricing scenarios, conduct consumer behavior analysis, prepare ridership and revenue projections, and lead the development of the User Fee Schedule.
  • Foster strong partnerships with community partners, educational institutions, major employers, regional transit agencies, and internal departments to support transit programs.
  • Partner closely with Financial Services to ensure accurate revenue realization and settlements while monitoring complex database and hardware configurations.
  • Manage complex inquiries and escalations, and provide clear, strategic updates to regional Councils and leadership.
