About The Position

Felton Institute's Early Care and Education Programs are seeking a Family Support Specialist (Bilingual) to join their team. This role is crucial in supporting families within San Francisco, utilizing a two-generation approach focused on the Strengthening Families Framework. The program aims to promote strong families and optimal child development by focusing on five protective factors: parental resilience, increased social connections, knowledge of parenting and child development, concrete support in times of need, and social-emotional competence in young children. Felton's ECE programs have been providing comprehensive services since 1971, offering a nurturing, developmentally challenging, and inclusive environment for children aged 2 weeks to 6 years old. The Family Support Services division includes programs like the Young Family Resource Center, the Teenage Pregnancy and Parenting Project, and the Sunshine Community Center, all dedicated to supporting families through case management, education, and resource referral.

Requirements

  • Bilingual, bicultural – Spanish/English/Cantonese required
  • 2-3 years related experience in social service eligibility and application processing
  • 2 years experience in data entry
  • Strong oral and written communication skills
  • Professional appearance and demeanor, with professional ethics of confidentiality, ability to exercise good judgment and discretion
  • Attention to detail, ability to manage a wide variety of tasks and meet deadlines, and reliability/dependability
  • Knowledge of title V, Title 22 and Title XVII and the ability to learn and implement contract requirements & regulations.
  • Knowledge of word, excel spreadsheets, software etc.
  • Good English verbal and written communication skills
  • Reliability in completion of duties which include deadlines
  • Must pass a Department of Justice fingerprint clearance and a Child Abuse Index clearance
  • Must be able to pass physical exam, provide negative TB test result as required by Title 22 regulations

Responsibilities

  • Maintain a family caseload of 100 families.
  • Support, maintain, monitor, and enhance eligibility, recruitment, selection, enrollment, and attendance (ERSEA) for children in Felton’s Early Care and Education Programs.
  • Identify family needs assessments at intake of ECE enrollment.
  • Provide information and make referrals to family support services available on-site and through Felton’s community partner network.
  • Develop strong relationships with families to provide service coordination, support, and training.
  • Assist families in meeting their children's needs and enhancing parents' role in their child’s education and development.
  • Work with families to identify and achieve goals.
  • Maintain ECE enrollment and family support record-keeping, reporting, and monitoring to ensure program performance standards and regulations are fulfilled.
  • Use good judgment and critical thinking in making routine decisions in accordance with existing regulations and departmental policies and procedures.
  • Act as a liaison with families and the public.
  • Partner with parents/caregivers, Felton staff, and community agencies to build collaborative relationships.
  • Support parents in identifying and meeting their own goals and nurturing the development of their children within their family and cultural context.
  • Provide information and referrals on Kindergarten transition and other transition-related topics.
  • Participate in training opportunities to maintain individual and organizational competency.
  • Develop partnerships and act as a liaison to establish communication and rapport between community and agency, publicize supportive services, recruit volunteers, leverage service delivery, and coordinate referrals.
  • Participate in weekly individual and group supervision.
  • Maintain ongoing and accurate up-to-date client records for families receiving subsidized childcare and family support services.
  • Document outreach and recruitment efforts and follow-up with interested families.
  • Actively participate in case consultation sessions with respective teams to coordinate care plans and service delivery.
  • Maintain monthly contact with Child Protective Services Liaison.
  • Track and document time and services with accuracy to ensure services are provided according to contract provisions and for appropriate reimbursement.
  • Complete all client-related and program-related paperwork according to established timelines.
  • Thoroughly explain policies and procedures as they relate to services, programs, and funding sources.
  • Identify open slots in specific rooms for specific ages and notify applicants from the waiting list.
  • Maintain documentation of contacts, dates, and response of applicants.
  • Inform applicants of any necessary update of records required for intake.
  • Schedule intake interviews.
  • Conduct intake interviews, including certification for CDE and the Child Care Food Program for preschool families.
  • Coordinate with Admissions Supervisors for facility tours, orientations, and introductions to room staff.
  • Coordinate data with Administrative Assistant for preparation of Sign In/Out Sheets and completion of the CD-9400 form.
  • Monitor, collect, and reconcile parent fees and submit to the Accounting Department.
  • Maintain a record of recertification dates for CDE and the Child Care Food program and schedule recertification appointments.
  • Maintain organized and complete family files for each enrolled child, including all funding sources.
  • Monitor attendance for children whose absences exceed three (3) consecutive days and notify Admissions Supervisor for follow-up.
  • Keep a cumulative record of the “Best Interest of the Child” days taken.
  • Monitor non-compliant parents regarding late policy, unexcused absences, excessive absenteeism, absences requiring a doctor’s note, failure to sign absence record, delinquent fees, delinquent immunizations, and failure to comply with other agency procedures or requirements by issuing a Notice of Action.
  • Maintain a record of necessary follow-up for each family/parent.
  • Notify classroom Teachers of census changes, projections, etc.
  • Complete monthly/quarterly/yearly reports reflecting contract compliance and documentation for funding agents.
  • Submit weekly ‘CENSUS REPORT’ to all appropriate staff.
