The Family Service Counselor is responsible for the monitoring children, parents and caregivers who are involved with the dependency system, including scheduled visits with all parties, written documentation of all contacts, court work and coordination of community service. This role actively participates in family case plans and provides case management services. The counselor observes and reports client changes in status to the Program Supervisor, assists in permanency placement, and recognizes and reports signs and symptoms of abuse and neglect. The position requires demonstrating appropriate responsibility in collecting and reporting client data, providing case management/legal guardianship to dependent children, and observing/documenting home conditions and child's behavior. The counselor will also provide conflict resolution, crisis intervention, and coordinate community services through referrals. Education for case participants on available services, parenting practices, and the dependency system is also a key responsibility. The role involves completing documentation in case files and FSFN, assisting parents with case plan tasks, staffing cases with supervisors, and providing written court reports. Submitting Permanency Referrals, attending court proceedings with testimony, and updating case plans are also required. Post-placement supervision for six months after children return home or until the case is closed by the courts is part of the role. For Adoption FSCs, coordinating and preparing adoption subsidy packets is included. The role ensures data integrity, maintains client confidentiality, and models appropriate professional behavior. Other duties as assigned include updating data in FSFN and completing required paperwork like IL Assessments, staffing, exit interviews, and runaway assessments. The counselor will interact professionally with family members, caregivers, and community partners, respecting client language, cultural, and religious beliefs. Demonstrating knowledge of client/parent/guardian needs, maintaining a professional attitude, and actively supporting agency philosophy and goals are essential. The role requires sound judgment, effective problem analysis, and timely decision-making. The counselor will actively seek self-improvement opportunities, function independently, and utilize interpersonal skills for active involvement. Punctuality, proper notification for absences, and adaptability to changes are expected. The staff member must demonstrate awareness and understanding of the cultural and socioeconomic characteristics of the client and implement this in client treatment.
