About The Position

The New York City Department of Housing Preservation and Development (HPD) is seeking a Team Leader for its Family Self-Sufficiency (FSS) Program within the Division of Program Policy and Innovation (DPPI). The FSS program aims to help families receiving Housing Choice Voucher (Section 8) assistance achieve economic independence through education, job training, job placement, and financial literacy services. The program also offers a financial incentive by depositing monthly credit into escrow accounts if a household's tenant share increases due to employment. DPPI supports the Office of Housing Access and Stability (HAS) in policy development, implementation of new rules, program integrity monitoring, contract management, and improving outcomes for program participants. Risk Management Specialists in the Regulatory Compliance Unit ensure adherence to federal and local rules and provide remediation opportunities. Team Leaders in DPPI are responsible for monitoring, tracking, and delegating work to a team of Case Managers or Specialists, acting as mentors, providing training, and ensuring necessary services are performed to assist HPD clients. They also participate in tenant activity programs to improve tenant-management relations and encourage participation in the subsidy program. Additionally, Team Leaders ensure participant cases are accurately screened and reviewed for completeness and compliance with Federal HUD Rules and Regulations.

Requirements

  • High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
  • Education and/or experience which is equivalent to '1' above.
  • Authorization to work in the United States is required for this position.

Responsibilities

  • Monitoring, tracking, and delegating work to a team of Case Managers or Specialists.
  • Mentoring and providing training in accordance with applicable program rules and regulations.
  • Working with Case Managers to ensure necessary services are performed to assist and expedite vouchers to HPD clients.
  • Participating in tenant activity programs to coordinate functions with the goal of improving tenant-management relations and encouraging participation related to the subsidy program.
  • Ensuring participant cases are accurately screened and reviewed for completeness and in compliance with Federal HUD Rules and Regulations.
  • Responsible for the initial application screening, eligibility determination, contract preparation, client briefings, rent calculations, file preparation, interim reexaminations, annual recertification’s, client transfers, data entry of required information into the Elite Section 8 Database, and general communication with clients and landlords via telephone, e-mail, mail, and in-person meetings.
  • Reviewing cases, developing unit goals and objectives, monitoring staff productivity, and interfacing with landlords and clients.
  • Managing and ensuring that staff members are working within federal regulatory and local policy guidelines.
  • Cross-training in all areas of rental subsidy administration.
  • Taking various mandatory trainings.
  • Providing input and assisting Coordinators with Performance Evaluations.
  • May be assigned to related tasks as programmatically needed.
