About The Position

Under the direction of a unit supervisor in the Health and Human Services division, the positions assigned to this classification level perform professional services involved in the assessment, evaluation, planning and implementation of human service plans to assist clients in assigned program areas. This position may be safety-sensitive, depending on assigned duties and responsibilities. This addendum outlines the specialized duties, knowledge, and responsibilities required for employees assigned to Family Child Care Licensing. These duties supplement and refine the general job description and reflect the regulatory nature of licensing functions under Minnesota Statutes and Minnesota Rules Parts 9502 (Rule 2).

Requirements

  • BA or BS in Social Work, Psychology, Sociology or related area.
  • Minimum of 2 years previous experience in human/social services.
  • Valid driver’s license and ability to maintain such license and proof of insurance.
  • Must successfully complete and maintain eligibility to provide direct care to clients in accordance with Minnesota Statutes §245C.03.
  • Knowledge of the fundamental, principles, techniques and trends in human services in such areas as family systems/dynamics, child development, the aging process individual/family therapy, counseling, crisis intervention, adoption issues, chemical dependency, abuse, neglect, family violence and the dynamics of caregiving.
  • Knowledge of and ability to function within a government structure and follow local, state, and/or federal regulations, rules, policies and procedures pertaining to program assignments.
  • Knowledge of how families, communities, and systems function and interact.
  • Knowledge of and ability to use interview, assessment, counseling and evaluation tools in areas of specialty.
  • Knowledge of and ability to comply with record keeping requirements and county administrative policies and procedures pertaining to program.
  • Knowledge and understanding of professional ethics, boundaries, and legal responsibilities.
  • Ability to prepare numerical, assessment, narrative management reports and/or client records/files.
  • Ability to establish and maintain effective working relationships with supervisors, providers, program participants, representatives of other governmental agencies and other professionals in the field.
  • Ability to investigate, interview and gather information and documentation needed in making assessments and evaluations concerning client emotional/physical needs, issues and concerns.
  • Ability to train, instruct and coordinate the delivery of parenting, daily living, and/or personal financial developmental skills.
  • Ability to assess and develop individual service/case plans for clients.
  • Ability to apply judgment, discretion and decision making in developing strategies and plans to best assist client needs and concerns within relevant and applicable requirements, regulations, rules and policies and procedures.
  • Ability to conduct court studies, prepare court documents and testify in court concerning actions, findings, and recommendations.
  • Ability to conduct public relations and public information activities to inform, recruit and support county programs and services within the County.
  • Ability to document and maintain required case management activities, case notes, time reporting, and other requirements within established deadlines.
  • Ability to work with and collaborate with other professionals, providers, and team members in the delivery of social/human services.
  • Ability to Interview, assess, counsel, evaluate and coordinate services for clients.
  • Knowledge of Minnesota licensing statutes, Rule 2, DCYF policies, and related legal requirements.
  • Ability to conduct investigations, interviews, and write clear, factual reports.
  • Ability to interpret licensing regulations and apply them consistently.
  • Understanding of child development, health and safety standards, and provider practices.
  • Ability to manage conflict and work with providers in stressful situations.

Responsibilities

  • Performs client screening and intake functions and activities for the division or program area.
  • Performs and conducts a variety of activities, tasks and functions associated with treatment planning, evaluation and assessment.
  • Implements and provides professional social/human services to clients, their families and/or the community.
  • Implements and performs all case management requirements, documentation and monitoring required to meet mandates, to document services, and to meet the needs of clients.
  • Performs a variety of community relations, public relations and outreach services in assigned program areas.
  • Collaborate with other professionals, providers, therapists, health professionals, internal departments, law enforcement, community or governmental agencies in coordinating resources and in meeting the needs of clients.
  • Links clients to services and connects families to resources; may aid in a crisis as needed.
  • Performs other comparable duties of a of a like or similar nature as assigned.
  • Conduct licensing inspections of family child care homes to evaluate compliance with applicable statutes, rules, and county policies.
  • Complete pre-license and annual licensing studies, including interviews, home assessments, environmental health reviews, and documentation verification.
  • Investigate alleged licensing violations, complaints, maltreatment reports, and noncompliance issues; gather statements; review evidence; and collaborate with law enforcement, child protection, county attorney, and Department of Children, Youth, and Families (DCYF) as required.
  • Investigate reports of unlicensed care; gather information, review evidence; and collaborate with law enforcement, child protection, county attorney, and DCYF, as required.
  • Prepare detailed written reports, correction orders, variance recommendations, licensing action referrals, and other regulatory documents consistent with state requirements.
  • Provide technical assistance and consultation to providers regarding licensing standards, health and safety practices, emergency preparedness, child development, and program management.
  • Maintain accurate and timely documentation in county and state systems, including DCYF Electronic Licensing Inspection Checklist Information (ELICI) System, DCYF ELMS (Electronic Licensing Management System) and NetStudy Background Study System.
  • Participate in state and county audits, reviews, and quality assurance activities.
  • Collaborate with community partners, public health, child protection, and other county units.
  • Attend required training related to licensing, health and safety, maltreatment, rule implementation, and legal updates.
  • Represent the county professionally during provider meetings, appeal hearings, and DCYF directed actions.
