About The Position

The Families Program Manager provides strategic leadership, operational oversight, and performance management for reStart Inc.’s family-focused supportive housing and stabilization services. This role ensures that families experiencing or at risk of homelessness receive consistent, high-quality, housing-focused, and trauma-informed support that promotes safety, stability, and long-term self-sufficiency. The Families Program Manager oversees daily program operations, supervises and develops team members, ensures compliance with funding and regulatory requirements, and drives continuous improvement in service delivery. This leader partners closely with internal departments and community providers to strengthen coordination of care, enhance outcomes, and advance reStart’s mission to end homelessness.

Requirements

  • Bachelor’s degree in social work, Human Services, Public Administration, or related field required; master’s degree preferred.
  • Minimum 3–5 years of progressive leadership experience in family services, supportive housing, shelter, or related human services programs.
  • Demonstrated experience supervising teams and managing program operations.
  • Knowledge of housing stability practices, crisis intervention, and family systems.
  • Experience working within regulated or grant-funded environments.
  • Strong organizational, documentation, and reporting skills.
  • Proficiency in Microsoft Office Suite and electronic case management systems.
  • Valid driver’s license, reliable transportation, and ability to pass background and drug screenings.
  • Availability for occasional evening or weekend coverage as operational needs require.

Responsibilities

  • Lead daily operations of assigned family services programs, ensuring effective, safe, and consistent service delivery.
  • Ensure programs operate in alignment with contractual requirements, agency policies, and applicable regulations.
  • Monitor service capacity, caseload distribution, and staffing coverage to maintain quality and responsiveness.
  • Oversee participant flow including intake, assessment, stabilization, and transition planning.
  • Support program expansion and adaptation based on community needs and funding opportunities.
  • Ensure operational readiness for audits, monitoring visits, and funder reviews.
  • Maintain structured oversight to ensure safety, professionalism, and participant-centered service delivery.
  • Directly supervise, coach, and evaluate housing case managers and BSS team members.
  • Conduct regular 1:1 supervision, team meetings, and annual performance evaluations.
  • Establish clear expectations, performance standards, and accountability measures.
  • Support professional growth through coaching, training, and skill development.
  • Monitor timekeeping accuracy, scheduling alignment, and staffing coverage to ensure payroll and compliance standards are met.
  • Foster a collaborative, solutions-focused team culture that prioritizies accountability, communication and service quality.
  • Ensure cross- training and operational continuity across roles and service locations
  • Collaborate with alternate location Behavior Support Manager to align team training and scheduling practices, coverage planning, and operational consistency across facilities
  • Promote leadership development within the team to strengthen internal talent pipelines
  • Conduct regular file audits, documentation reviews, and service quality checks.
  • Ensure timely, accurate data entry in HMIS and other required systems.
  • Maintain compliance with federal, state, and local regulations, licensing standards, and funder requirements.
  • Develop, implement, and update program policies and procedures.
  • Track program outcomes and performance indicators to inform continuous improvement.
  • Assist with grant applications, reporting, and contract deliverables.
  • Guide staff in delivering housing-focused connections, stabilization planning, and crisis intervention.
  • Promote consistent, respectful, and professional interactions with all participants and partners.
  • Provide direct support or coverage during high-need situations or staffing gaps.
  • Build and maintain collaborative relationships with schools, healthcare providers, landlords, and community agencies to strengthen service networks.
  • Support coordinated entry and referral partnerships to ensure families access appropriate resources.
  • Support budget planning and monitor expenditure to ensure responsible use of funds.
  • Prepare and submit required programmatic reports.
  • Maintain organized records and documentation for leadership and funders.
  • Participate in leadership meetings, strategic planning, and cross-departmental initiatives.
  • Contribute to agency-wide process improvements and operational efficiency efforts.
