About The Position

Planned Systems International (PSI) is an Enterprise IT services company focused on designing, building, securing, and operating cutting-edge software solutions for Federal Government organizations. PSI is seeking a Part-Time Facility Security Officer (FSO) to ensure full compliance with Department of Defense (DoD), Defense Counterintelligence and Security Agency (DCSA), and company security requirements at a cleared facility and support to 8 operating locations. This role provides direct support to government customers, ensures the protection of classified information, and maintains the integrity of personnel, physical, and administrative security programs. The FSO will serve as the primary site security lead, partnering closely with program management, government representatives, and internal stakeholders.

Requirements

  • High School diploma with 5+ years of relevant industrial security or facility security experience OR a Bachelor's degree and 3+ years of relevant industrial security or FSO experience
  • Strong understanding of DCSA Industrial Security policies, including 32 CFR Part 117 (NISPOM), DoDM 5200.01 Volumes 1-3 and all other applicable executive orders to ensure compliance
  • COMSEC security management experience
  • Knowledge of closed area construction, accreditation processes, and ICD 705 SCIF requirements.
  • Experience managing personnel security, document control, and visitor control processes through the Security Information Management System (SIMS).
  • Hands-on experience with eAPP, NISS, SPOT and DISS systems.

Nice To Haves

  • Experience supporting DoD, AFSOC, USSOCOM, or other military environments.
  • Experience managing security for a DoD, Intelligence Community, or federal contractor contract transition.
  • DCSA Center for Development of Security Excellence (CDSE) FSO Certification for Possessing (or Non-Possessing, as applicable) Facilities.

Responsibilities

  • Oversee and maintain all daily physical security operations at the designated secret facility.
  • Manage physical access control systems, visitor control programs, badging, and intrusion detection systems (IDS).
  • Supervise the operation, testing, and maintenance of security alarms, CCTV, and container/vault locks.
  • Serve as the primary point of contact for local first responders and facility emergency planning.
  • Act as the primary custodian for all classified storage containers and restricted areas within the facility.
  • Other facility duties as assigned.
  • Process, manage, and track personnel security clearances and periodic reinvestigations using the Defense Information System for Security (DISS) and e-QIP/e-App.
  • Perform candidate pre-employment screening, verify clearance eligibility, and coordinate fingerprints via SWFT.
  • Coordinate, track, and document mandatory security briefings, including initial, annual refresher, foreign travel, and debriefings.
  • Maintain all personnel security files in strict compliance with federal privacy guidelines.
  • Oversight of SPOT (Synchronized Predeployment and Operational Tracker) and contractor on- and off-boarding.
  • Oversee the receipt, dispatch, marking, safeguarding, and destruction of classified material up to the Secret level.
  • Maintain accurate classified document control registers and inventories.
  • Advise personnel on proper classified handling, transmission, and reproduction protocols.
  • Establish, review, and update local Standard Practice Procedures (SPP) and Emergency Action Plans (EAPs).
  • Coordinate and prepare the facility for annual Defense Counterintelligence and Security Agency (DCSA) security reviews, vulnerability assessments, and self-inspections.
  • Investigate security infractions, violations, or compromises; prepare detailed reports and coordinate corrective actions with corporate security leadership and federal authorities as required.
  • Keep site personnel updated on evolving threat landscapes, insider threats, and cybersecurity awareness.
