Orano is seeking a Facility Security Officer (FSO) to serve as the appointed security official responsible for establishing, administering, and continuously improving the facility’s industrial security program nuclear facility. The FSO supervises and directs the security measures required to protect classified information (including information classified under the Atomic Energy Act), special nuclear material interests, and proprietary information. As the FSO, you'll interface with Cognizant Security Agencies (typically NRC and/or DCSA, with DOE equities as applicable), maintains Facility Clearance (FCL) eligibility, leads the Insider Threat Program, and ensures day-to-day compliance with 32 CFR Part 117 (NISPOM), 10 CFR Parts 25, 73, and 95, applicable DOE orders, and licensee security requirements.

Requirements

  • U.S. citizenship.
  • Bachelor’s degree in security management, criminal justice, industrial security, or related field; equivalent combination of education and relevant experience accepted.
  • Must have five (5) or more years of industrial security experience as an FSO, Assistant FSO, personnel/physical security manager, or senior security specialist supporting classified programs.
  • Demonstrated working knowledge of 32 CFR Part 117 (NISPOM) and at least one of: 10 CFR Parts 25/73/95, DOE O 470-series / DOE industrial security, or equivalent nuclear-regulated security programs.
  • Experience administering personnel clearances in DISS, NBIS, NISS, or successor systems.
  • Must be eligible for a NRC Q clearance and maintain eligibility during tenure.
  • Completion of CDSE FSO Program Management for Possessing Facilities, or ability to complete within six months of hire.
  • Ability to work onsite in a regulated nuclear construction/operations environment, including inspection readiness and occasional off-hours incident response.

Nice To Haves

  • Prior FSO appointment at a possessing facility under DCSA cognizance and/or NRC-licensed or DOE contractor facility.
  • Experience at a uranium enrichment, fuel cycle, Category I/II/III SNM, or naval nuclear propulsion support facility.
  • FOCI program administration and eFOCI experience.
  • ITPSO designation and established insider threat program leadership.
  • Experience standing up security programs during large-scale nuclear construction or first-of-a-kind facility commissioning.
  • COMSEC custodian experience; closed-area / restricted-area management; SGI program implementation.
  • Knowledge of classification under the Atomic Energy Act (RD/FRD).
  • An active NRC Q, DOE Q or DOD Top Secret strongly preferred.

Responsibilities

  • Serve as the appointed FSO under 32 CFR Part 117 and as the primary security official for facility security and classified access authorization programs.
  • Maintain Facility Clearance (FCL) eligibility, Key Management Personnel (KMP) listings, security agreements, and related filings.
  • Administer FOCI mitigation requirements and coordinate eFOCI / ownership, control, and influence updates with legal, finance, and corporate security.
  • Develop, implement, and maintain the Standard Practice Procedures Plan (SPPP), security SOPs, emergency action plans, and classified information procedures.
  • Conduct annual self-inspections; prepare for and host NRC, DCSA, DOE, and customer security inspections; track findings through closure.
  • Manage personnel security clearances and NRC access authorizations (10 CFR Part 25 / Part 73 access authorization as applicable), including initiation, reciprocity, reinvestigation, and termination.
  • Administer DISS / NBIS / NISS (or successor systems), visit certifications, and incoming/outgoing classified visit requests.
  • Ensure SEAD 3 reporting, adverse information reporting, foreign travel/contact reporting, and change-in-status reporting are completed on required timelines.
  • Oversee badge, access-control, visitor, and escort programs for protected, vital, and classified areas; enforce need-to-know and program segregation.
  • Coordinate unescorted access, fitness-for-duty interfaces, and psychological evaluation requirements associated with nuclear site access.
  • Ensure proper classification guidance use, marking, storage, transmission, reproduction, and destruction of classified matter, including Restricted Data and National Security Information, when in scope.
  • Manage GSA-approved containers, closed areas / restricted areas, open-storage rooms, and classified information systems interfaces with ISSM/ISSO.
  • Protect SGI, export-controlled information, and proprietary enrichment process information consistent with contract and regulatory requirements.
  • Support COMSEC / classified communications custodianship coordination as assigned.
  • Partner with Physical Protection / Protective Force leadership to align industrial security with 10 CFR Part 73 physical protection of plants and materials and site security plans.
  • Advise on design, construction, and accreditation of security areas during facility build-out and operations (construction through operations transition).
  • Support OPSEC, counterintelligence awareness, and protection of sensitive enrichment technology and process information.
  • Coordinate incident response for suspected loss, compromise, unauthorized disclosure, cyber incidents on covered systems, and security events.
  • Serve as Insider Threat Program Senior Official (ITPSO), or deputy, and maintain a NISPOM-compliant Insider Threat Program.
  • Deliver required insider threat training; coordinate referrals with HR, Legal, IT, and leadership; document program activity for inspection.
  • Deliver initial, annual, and event-driven security education, briefings, and debriefings for cleared and uncleared personnel.
  • Advise project, engineering, operations, and construction leadership on security requirements that affect schedule, design, and contractor access.
  • Liaise with NRC, DCSA, DOE, local law enforcement as appropriate, corporate security, and customer security representatives.
  • Complete CDSE FSO Program Management for Possessing Facilities (and Insider Threat training) within required timeframes if not already certified; complete additional DOE/NRC-required training.
