About The Position

MSI Defense Solutions is seeking an experienced Facility Security Officer (FSO) to lead the company's industrial security and export compliance programs. This individual will be responsible for maintaining compliance with the National Industrial Security Program Operating Manual (NISPOM), overseeing the company's facility clearance and personnel security program, and administering MSI's export compliance program in accordance with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and other applicable U.S. Government regulations. The Facility Security Officer reports to the Chief Administrative Officer. This position requires a full-time work week in the office, or hybrid/remote with regular travel on-site.

Requirements

  • High School diploma at a minimum; Associate's or Bachelor's degree preferred.
  • Minimum five (5) years of experience serving as a Facility Security Officer or managing industrial security programs.
  • Familiarity with JPAS and eFCL databases
  • Must be motivated, organized, responsible, discrete, reliable, and trustworthy.
  • Must demonstrate excellent verbal and interpersonal communication skills.
  • Must possess the ability to interact with all types of people under pressure, both inside and outside of the Company.
  • Must possess the ability to work independently, meet deadlines, and prioritize tasks to accommodate the business flow.
  • Must be proficient in Microsoft Office, including Word, Excel, PowerPoint, and Outlook
  • Candidates must possess an active U.S. Government security clearance.

Nice To Haves

  • Current Facility Security Officer (FSO) experience within the Defense Industrial Base.
  • Experience administering an export compliance program in a defense or aerospace environment.
  • Experience with OCR EASE, SNAP-R, DECCS, or other export compliance systems.
  • Familiarity with DISS, NISS, SWFT, and ISFD.
  • CDSE FSO Program Management for Possessing Facilities Curriculum (IS030.CU).
  • CDSE Insider Threat certifications (CI121 and CI122).
  • Certified Export Compliance Professional (CECP) or similar export compliance certification.
  • Experience supporting DDTC licensing activities.
  • Experience working with classified and export-controlled engineering programs.

Responsibilities

  • Administer and maintain all aspects of MSI's NISPOM-compliant industrial security program.
  • Serve as the Facility Security Officer (FSO) responsible for maintaining the company's Facility Clearance (FCL).
  • Manage personnel security clearances through DISS and associated government systems.
  • Coordinate classified visits, visit authorizations, and safeguarding requirements.
  • Prepare for and participate in DCSA security reviews and vulnerability assessments.
  • Conduct required self-inspections and implement corrective actions.
  • Investigate, document, and report security incidents and violations in accordance with NISPOM requirements.
  • Develop and deliver required security education, annual training, briefings, and debriefings.
  • Maintain all required classified security documentation, inventories, and records.
  • Serve as Insider Threat Program Senior Official (ITPSO) and administer MSI's Insider Threat Program.
  • Administer MSI's export compliance program to ensure compliance with ITAR, EAR, and other applicable U.S. export control regulations.
  • Serve as the primary point of contact for export compliance matters across the organization.
  • Review products, technical data, software, and services to determine applicable export control requirements.
  • Coordinate export classifications and maintain jurisdiction and classification records.
  • Support licensing activities, Technical Assistance Agreements (TAAs), Manufacturing License Agreements (MLAs), exemptions, and license exceptions as required.
  • Review international shipments, foreign travel, customer engagements, and technical exchanges for export compliance requirements.
  • Maintain export compliance records in accordance with regulatory retention requirements.
  • Develop and deliver export compliance training to employees.
  • Partner with Engineering, Contracts, Program Management, and Business Development to identify export compliance requirements early in the proposal and program lifecycle.
  • Monitor regulatory changes and recommend updates to company policies and procedures.
