About The Position

The Facility Security Officer (FSO) is a critical leader responsible for overseeing and administering all aspects of the National Industrial Security Program (NISP) at our Boise facility. This role ensures compliance with NISPOM, COMSEC requirements, and applicable federal regulations while safeguarding classified and controlled information. A key requirement for this position is demonstrated experience building and implementing a COMSEC program from the ground up, including the development of policies, procedures, controls, training, and ongoing program administration. Serving as the primary liaison between the organization and government security agencies, the FSO plays a vital role in maintaining a strong security culture, implementing effective security programs, and protecting national security interests. The successful candidate must possess an active U.S. Department of Defense Security Clearance at the Secret level or higher and have a proven track record managing classified programs in a regulated defense or government contracting environment. This highly visible individual contributor position offers the opportunity to shape the facility's security infrastructure, influence organizational security strategy, partner with leadership, and support continued growth within a dynamic and mission driven environment. U.S. Citizenship is required, and the position is based on site in Boise, Idaho.

Requirements

  • Associate’s or Bachelor’s degree in Security Management, Criminal Justice, Business Administration, or related field preferred
  • Minimum of 5 years of experience in industrial security, COMSEC, or compliance-related roles
  • Current and Active US Security Clearance
  • At least 3 years of experience as an FSO or AFSO within the NISP environment
  • Demonstrated experience managing or supporting a COMSEC account preferred
  • Equivalent combination of education and relevant experience will be considered
  • Experience in a manufacturing or government contracting environment preferred
  • Strong working knowledge of National Industrial Security Program Operating Manual (NISPOM), information security regulations, and other related Federal security laws, directives and regulations
  • Intermediate knowledge of Joint Personnel Adjudication System (JPAS) and other security systems
  • Strong working knowledge in MS Office Suite (Advanced Excel, Access, Outlook, PowerPoint, etc)
  • Exceptional attention to detail
  • Demonstrable experience developing and delivering training programs

  • Must have excellent written and oral communication skills (including the ability to write reports, business correspondence, policies and procedure manuals – if applicable)

Responsibilities

  • Develop, implement, and maintain facility security plans, COMSEC procedures, and associated policies in accordance with NISPOM and applicable directives
  • Administer and stand up a COMSEC program, including accountability, inventory, safeguarding, and destruction of COMSEC materials
  • Maintain and continuously improve Security Standard Operating Procedures (SOPs) across all security disciplines (personnel, physical, information, and COMSEC)
  • Serve as primary interface with Defense Counterintelligence and Security Agency (DCSA) and other cognizant security authorities
  • Conduct self-inspections, audits, and risk assessments to ensure compliance with NISPOM, ITAR, EAR, OPSEC, TARP, and COMSEC requirements
  • Oversee clearance processing and personnel security activities using DISS (or successor systems), ensuring compliance with federal adjudication requirements
  • Manage and support the Insider Threat Program as a key member of the Insider Threat Working Group/Committee, including monitoring, reporting, and program enhancements
  • Investigate security incidents, including potential compromise of classified or COMSEC information; conduct interviews, document findings, and submit required reports to government agencies
  • Coordinate compliance initiatives, corrective actions, and regulatory changes to maintain continuous authorization to operate under NISP
  • Develop and deliver comprehensive security education, training, and awareness programs, including required annual NISP and COMSEC briefings for cleared personnel
  • Ensure proper posting and dissemination of security notices, advisories, and required regulatory information
  • Collect, analyze, and report security metrics and compliance data to leadership and government entities
  • Maintain strict confidentiality of all security-related, personnel, and compliance information
  • Support development and enforcement of security-related HR policies, including onboarding, briefings, debriefings, and terminations
  • Collaborate with cross-functional teams to integrate security requirements into operational processes
  • Provide administrative or site support functions as needed and perform other duties as assigned
