About The Position

The Facility Management Division is recruiting for a Facility Operations Supervisor 2 to lead and coordinate maintenance, custodial services, pool operations, repairs, and preservation efforts across City-owned facilities. In this role, you’ll oversee a skilled team responsible for the day-to-day care, operation, and improvement of City-owned buildings, pools, structures, and grounds. You’ll also play a key role in supporting the Facilities management team with administrative and technical expertise to help keep our public spaces safe, clean, and welcoming for the community.

Requirements

  • Four years of increasingly responsible experience performing journey level duties related to maintenance, facility operations, and/or landscaping including two years of lead or supervisory responsibility.
  • High School Diploma or G.E.D., supplemented by two years post-secondary education or training, preferably in a related field.
  • Must pass a background check.
  • Valid Oregon driver’s license (or, the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City’s standard.
  • Knowledge of Applicable Federal, State, and local laws, rules, polices and regulations.
  • Knowledge of Maintenance, custodial and landscaping methods, processes, and procedures specific to the designated work area.
  • Knowledge of Principles, practices, procedures, and methods in facility, pools, and grounds maintenance.
  • Knowledge of Equipment, materials, tools and supplies used in providing quality and safe services.
  • Knowledge of Budget administration principles and practices.

Responsibilities

  • Ensures safety, cleanliness, and working order of buildings, structures, pools, and grounds, may oversee preventative maintenance and repair activities, inspects work in progress for compliance and enforces safety rules and regulations, ensure work is compliant with Federal, State, and local laws and regulation.
  • Handles emergencies due to the absence of staff or during after work hours by cell and/or laptop.
  • Evaluates operations and activities of assigned area; recommends improvements and modifications; reviews blueprints, schematics, construction and fire codes, and safety procedures to identify and solve issues and determine most effective option for completing work; collects data and prepares reports and spreadsheets on operations and activities.
  • Conducts crew safety meetings and inspections; coordinates section activities with those of other sections, divisions, departments, and outside agencies; answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints; receives, investigates, and responds to all building and facility maintenance emergencies; is responsible for the safety of the public, buildings, and equipment.
  • Supervises plans, organizes and directs custodial, maintenance, and landscaping; develops policies, procedures, processes, work standards and methods consistent for providing quality and timely maintenance-oriented services to City facilities; develops work plans, sets priorities, and establishes schedules.
  • Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
  • Assists in section budget preparation and administration; prepares cost estimates for budget recommendations for section and for Capital Improvement Project budget; monitors and control expenditures; manages contracts and price agreements; scheduling and managing work and payments to vendors.
  • Maintains time, material and equipment use records; requisition supplies and materials; distributes supplies and equipment to staff; makes recommendations regarding supplies and equipment budget and assists with annual budgetary process.
  • Attends and serves on various City committees and task teams; communicates and coordinates services with other departmental supervisors and staff; investigates service complaints; and handles sensitive and/or specialized inquiries.
  • Models respectful working relationships and creates a workplace that supports all employees; supports City leadership in successfully responding to the changing needs of a diverse organization and the commitment to equity and human rights.
  • Operates fleet vehicle to commute between City facilities and job sites and/or other locations related to job duties.
  • Performs related and other duties as assigned.

Benefits

  • Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS).
  • In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.
