About The Position

Under general direction of the Facilities Manager, the Facilities Superintendent is responsible for planning, organizing, and directing the maintenance, repair, operation and renovation of City buildings and equipment and performs related work as required. Supervises Facilities Supervisors and other assigned subordinates. The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

Requirements

  • Knowledge of energy management systems, controls, overlays, building automation systems and instrumentation.
  • Knowledge of advanced commercial HVAC, plumbing systems, electrical systems structural systems and applicable code requirements.
  • Knowledge of commercial and residential building, electrical, plumbing, mechanical and inspection health and safety rules, regulations, codes, and ordinances.
  • Knowledge of building construction material specifications and tolerances.
  • Knowledge of customer service practices and techniques.
  • Knowledge of computers and related equipment, hardware, and software.
  • Knowledge of City policies and procedures.
  • Ability to read and interpret engineering and technical drawings, plans and specifications.
  • Ability to read and understand reference books and complicated system manuals.
  • Proficiency in the use of computers, Windows-based applications used in general business and Facilities Management activities.
  • Skill in effectively supervising and delegating duties to assigned staff.
  • Skill in planning, coordinating, and implementing multiple maintenance, repair, and construction projects.
  • Skill in effective oral and written communications.
  • Skill in recognizing substandard, faulty, or hazardous building conditions and materials.
  • Skill in recommending alternative construction materials to meet building code compliance.
  • Skill in interpreting and enforcing building codes and ordinances.
  • Skill in effectively supervising and delegating duties to assigned staff.
  • Skill in resolving customer complaints and concerns.
  • High School Diploma or GED or Associate’s degree or technical certificate in Electrical systems, HVAC Systems, Plumbing Systems, or related field.
  • Five (5) years of progressively responsible experience in maintenance, repair, and construction of commercial buildings and HVAC systems including three (3) years of supervisory experience or equivalent combination of education and experience.
  • Must possess EPA 608 Universal Certification.
  • Must pass pre-employment drug screen, physical agility test, criminal background check and motor vehicle record check.
  • Must have a valid State of Texas Class C Driver’s License.

Nice To Haves

  • Master Electrician, Plumber or HVAC Contractor License preferred.

Responsibilities

  • Oversees and manages the daily operations of facilities maintenance, directly supervises the facilities supervisors and other assigned staff.
  • Hires, counsels, disciplines, evaluates, develops, and directs assigned staff.
  • Establishes performance measures for subordinates and evaluates employee performance against those standards or measures.
  • Attends meetings with upper management, conducts staff meetings, and schedules topics for training.
  • Assists with creating and maintaining standard operating procedures and/or checklists for maintenance and trouble call response procedures.
  • Meets with and coordinates projects with the Facilities Manager, other city staff, consultants, service providers, contractors or inspectors as required.
  • Provides technical assistance or guidance on issues related to construction projects including regulatory, trades, codes and ordinance requirements or changes.
  • Researches, prepares, and manages facilities maintenance expenditures; assists the Facilities Manager in planning and developing the annual budget.
  • Develops replacement schedules for major building components.
  • Performs periodic field inspections of all City facilities to monitor quality control and project efficiency.
  • Develops specifications for materials, supplies, and equipment and outside contractual services.
  • Coordinates, inspects, and monitors outside contractual services.
  • Investigates and responds to inquiries and complaints relating to citizen and other City departments’ use of City facilities.
  • Coordinates the activities of engineering consultants, testing companies, and contractors working on Facilities projects.
  • Develops appropriate work training and safety programs for staff.
  • Establishes and implements criteria to ensure adequate building security at City facilities including the electronic access control security system.
  • Makes recommendations and carry out plans with the approval of the Facilities Manager.
  • Manages small to medium scale facilities projects.
  • Travels to monitor work sites attends meetings, conferences, and training.
  • May be required to work evenings and weekends and respond to emergencies on an on-call basis.
  • Performs other related duties as assigned.
  • Regular and consistent attendance for the assigned work hours is essential.
