In this role, you’ll lead Environmental, Safety (MIOSHA), and Training programs for the Facilities Management department. You’ll partner with supervisors and staff to build a strong culture of safety, ensure regulatory compliance, and develop training that protects employees and County facilities. Requirements

  • Possess a Bachelor's degree from an accredited college or university with a preferred major in Public Administration, Business Administration, Communications, Occupational Safety, Environmental Safety or related area.
  • Five (5) years of responsible professional full-time work experience that involves a combination of document or record management for workplace safety or environmental systems and work experience with OSHA or MIOSHA regulations.
  • Possess a valid motor vehicle operator’s or chauffeur's license.
  • Must maintain a valid motor vehicle operator’s or chauffeur's license.
  • Must have or complete OSHA 30-Hour training within three months of hire.
  • Must obtain and maintain First Aid/AED/CPR Certification within six months of hire.
  • Must obtain and maintain Asbestos Supervisor/Contractor license within six months of hire.
  • Ability to communicate accurately to convey information using tact and diplomacy.
  • Ability to operate a motor vehicle and/or be a passenger.
  • Ability to climb ladders and access roofs, penthouses, mechanical rooms, tunnels, and confined spaces.
  • Ability to lift and carry materials up to 50 lbs.

Nice To Haves

  • Possess effective verbal and written communication skills in order to deliver safety training, conduct briefings, and clearly explain safety procedures to employees at all levels.
  • Possesses environmental, and/or safety certifications such as OSHA 30, Asbestos Contractor/Supervisor License, Certified Safety Professional, or Occupational Health and Safety Technologist.
  • Professional training experience, including the identification of departmental training needs, research of training alternatives, and the coordinating or conducting of employee training.
  • Practical experience in hazard identification, risk assessment, incident investigation, and conducting training sessions.
  • Knowledge of or experience in maintenance and/or construction, dealing with life safety codes, including fire protection, means of egress, fire alarms, and emergency response requirements.
  • Considerable ability to prepare, analyze and present reports and information related to a variety of Facilities Management department programs and activities and recommend alternatives and solutions.
  • Considerable ability to establish and maintain effective working relationships with all levels of the organization, including management, field staff, administrators, insurance companies, and county officials.
  • Considerable ability to effectively use modern office technology, including cloud-based tools, data management, digital communication tools, and department specific software.
  • Considerable knowledge of Federal, State and Occupational Health and Safety Administration standards and ability in interpreting them for administrators and employees.
  • Strong Organization skills to manage multiple job responsibilities, including inspections, training, and compliance checks.

Responsibilities

  • Coordinates meetings regarding safety and training programs, including preparing agendas, conducting meetings, generating minutes, and performing follow-up activities.
  • Reviews operating procedures and field practices regarding environmental and employee safety and makes recommendations for modifications to ensure compliance with established policies, safety practices and federal and state regulations.
  • Identifies areas for improvement at the unit level as well as division level, and department wide, and coordinates improvement initiatives.
  • Acts as the liaison between Facilities Management Administration, Facilities Maintenance & Operations, Capital Planning & Design, Facilities Planning, Support Services, and Oakland County Risk Management.
  • Identifies departmental training needs, researches training alternatives, coordinates or conducts training and documents all trainings.
  • Acts as the Facility Emergency Coordinator for Facilities Management, while leading and coordinating emergency response training and drills for building staff.
  • Performs research and provides reports as requested by management related to environmental issues, safety issues, and employee training.
  • Maintains current knowledge of pertinent federal and state laws, accepted legal interpretations, and informs supervisors/administrators of impact to their areas. Advises management of improvement opportunities.
  • Identifies and appraises conditions which could result in accidents, illnesses, and financial losses.
  • Investigates on-the-job accidents and personal injuries of employees. Interviews employees and witnesses, reviews documentation and reports, coordinates with Oakland County Risk Management and outside agencies, generates reports as required. Makes policy and procedure recommendations regarding accident prevention and loss control systems to reduce potential for future accidents and losses.
  • Maintains documentation, records and other items needed for compliance with safety regulations including but not limited to Safety Data Sheets and Environmental reports.
  • Prepares proposals and contracts for vendor supplied safety, training, or environmental services. Evaluates facilities work sites for contractor compliance with quality, environmental and safety processes.
  • Promotes a safety culture among the entire Department of Facilities Management. Collaborating with management and employees to foster a proactive safety-first culture.
  • Participates in ongoing training and professional development.
  • Utilizes current countywide and/or department specific software to complete assignments.
