About The Position

LAUKOA is seeking a Facilities Project Development Specialist to support the U.S. Army Reserve 99th Readiness Division Directorate of Public Works at Fort Totten Army Reserve Center, New York. The Facilities Project Development Specialist provides project-development support for an assigned regional facilities portfolio of approximately 30-40 facilities. The position develops project packages supporting modernization, restoration, maintenance, repair, sustainment, and facility-improvement requirements. Core responsibilities include conducting site visits; developing Specifications of Work; preparing and reviewing technical project documentation; developing cost estimates; reviewing facility deficiency findings and work-order requests; and supporting the Regional Facilities Operations Specialist Annual Work Plan and Five-Year Plan. The Facilities Project Development Specialist ensures submitted project packages are technically sound, support operational requirements, incorporate applicable industry and U.S. Army Corps of Engineers best practices, and consider energy-efficiency requirements.

Requirements

  • Minimum of three years of experience in facilities project development, construction estimating, construction management, facilities engineering support, building maintenance planning, or a closely related field.
  • Demonstrated ability to develop or review technical project documents, including Specifications of Work, cost estimates, material takeoffs, project narratives, and supporting documentation.
  • Applicants must demonstrate experience with facilities project development, construction estimating, project-package preparation, or comparable building-maintenance planning work.
  • Experience developing labor, material, and equipment cost estimates using RSMeans/Gordian or comparable construction-cost data sources.
  • Ability to independently organize assignments, resolve routine project-development issues, manage multiple requirements, and produce accurate work products with limited day-to-day supervision.
  • Complete familiarity with Microsoft Office applications at the intermediate level, including Word, Excel, OneNote, Outlook, PowerPoint, and Access.
  • Valid driver’s license and ability to operate a Government-provided vehicle for authorized business travel.
  • Excellent written, verbal, and interpersonal communication skills.
  • Must be able to successfully complete and maintain the background investigation required for access to Government facilities and systems.

Nice To Haves

  • Experience supporting U.S. Army Reserve, Department of War, U.S. Army Corps of Engineers, or other Federal facilities programs.
  • Experience preparing pre-award technical contract documents or construction project packages.
  • Experience with technical writing, drafting, surveying, facility condition assessments, building inspections, or facility-deficiency documentation.
  • Experience preparing or reviewing construction material takeoffs.
  • Facilities maintenance, facility-management, or public-works experience.
  • Educational coursework, certificate, associate degree, bachelor’s degree, or other formal training in engineering, construction management, architecture, industrial technology, engineering technology, or a related field.

Responsibilities

  • Collaborate with Area Facilities Operations Specialists and Regional Facilities Operations Specialists to plan, develop, maintain, and update technical project documentation.
  • Receive modernization, restoration, maintenance, and repair requirements from the field and develop complete project packages in accordance with applicable project-development requirements.
  • Develop clear, complete, and technically sufficient Specifications of Work, cost estimates, material takeoffs, project narratives, and supporting project documentation.
  • Develop project cost estimates using current RSMeans/Gordian pricing data and other appropriate cost-estimating sources.
  • Review project packages to ensure technical accuracy, completeness, and consistency with applicable industry, U.S. Army Corps of Engineers (USACE), and Army Contracting Command-New Jersey (ACC-NJ) requirements.
  • Incorporate applicable energy-efficiency considerations into project development and design recommendations.
  • Support the development, maintenance, and implementation of the Regional Facilities Operations Specialist Annual Work Plan and Five-Year Plan.
  • Conduct facility site visits during project-planning activities to validate requirements, gather field information, and support development of project packages.
  • Review facility deficiency findings from the field for completeness, technical sufficiency, and consistency with facility conditions; prepare recommendations for Government review and disposition.
  • Review the adequacy of submitted work-order requests and identify information needed to support further project development or Government review.
  • Coordinate professionally with Government personnel, Regional Facilities Operations Specialists, Area Facilities Operations Specialists, customers, and other stakeholders.
  • Perform other related duties within the scope of the position.
