About The Position

Axle is seeking a Facilities Planning Manager to independently provide facilities and emergency management planning support to the NCI Office of Space and Facilities Management (OSFM). In coordination with the NCI Emergency Management and Physical Security Branch (EMPSB), this role develops, implements, maintains, and periodically reviews security, emergency preparedness, and emergency response plans for all NCI facilities on and off the NIH Bethesda campus, and independently researches and analyzes data to support Hazard Vulnerability Analyses (HVA), Threat and Hazard Identification and Risk Assessments (THIRA), Facility Security Assessments (FSA), and related planning documents. The role also serves as Project Manager for the Geographic Asset and Inventory Tracking (GAIT) Program and the NCI Crisis Communications Program, and supports the Emergency Equipment Tracking System (EETS), Emergency Management Organization (EMO), and Emergency Management Facility (EMF).

Requirements

  • Bachelor's degree in Emergency Management or a related field
  • A minimum of eight years of related experience
  • Strong communication, analytical, and organizational skills
  • Experience delivering briefings to executive-level leadership
  • Experience with emergency preparedness and continuity planning
  • Strong oral and written communication skills
  • Experience delivering presentations to executive-level leadership
  • Excellent analytical, organizational, interpersonal, and time management skills
  • Experience forming teams to complete complex and sensitive tasks on short timeframes
  • Ability to identify and analyze threat-related intelligence and incorporate it into NCI COOP plans
  • Ability to identify and clearly communicate physical security requirements related to COOP planning
  • Ability to adapt to and navigate politically charged government environments
  • Experience developing and delivering high-level briefings
  • Experience developing and delivering comprehensive instructional programs
  • Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)

Responsibilities

  • Develop, implement, maintain, and periodically review security, emergency preparedness, and emergency response plans and related documentation for all NCI facilities located both on and off the NIH Bethesda campus, in coordination with the NCI Emergency Management and Physical Security Branch (EMPSB)
  • Independently research and analyze data to support NCI emergency planning efforts, including Hazard Vulnerability Analyses (HVA), Threat and Hazard Identification and Risk Assessments (THIRA), Facility Security Assessments (FSA), and other planning documents in accordance with applicable federal directives, national standards, and recognized best practices
  • Coordinate planning activities with NCI leadership and appropriate local, state, federal, and NIH stakeholders to ensure security and emergency plans are integrated with existing response and recovery frameworks
  • Work collaboratively with NCI staff to develop and maintain programs, policies, and procedures that support preparedness, prevention, mitigation, response, and recovery for all hazards, including natural, technological, human-caused, and national security emergencies
  • Develop and deliver education, outreach, training, drills, and exercises to ensure designated emergency personnel and the broader NCI workforce are prepared to respond effectively during emergencies
  • Serve as Project Manager for the Geographic Asset and Inventory Tracking (GAIT) Program and the NCI Crisis Communications Program
  • Maintain and support the Emergency Equipment Tracking System (EETS), Emergency Management Organization (EMO), and Emergency Management Facility (EMF) to ensure emergency resources, personnel, and operational capabilities are prepared to support training, exercises, and emergency response activities
  • Develop and maintain emergency management website content
  • Implement the NCI Fire Safety Training Program
  • Facilitate meetings and briefings
  • Act as system administrator for COOP software
  • Perform other activities necessary to support NCI's comprehensive security and emergency management program
