About The Position

The Facilities Operations & Maintenance Manager provides strategic, technical, and administrative leadership for the Facilities Management Department’s Operations & Maintenance (O&M) Division. The position oversees countywide building operations, maintenance programs, minor construction, repair activities, and emergency facility response across a portfolio of over 550 structures totaling over 3 million SF. The role ensures high-quality service delivery, compliance, asset reliability, and alignment with departmental and countywide goals. This position collaborates closely with the Facilities Director and Assistant Director, division managers, partner departments and customers, contractors, and external agencies to optimize facility performance, workforce capability, customer service, and long-term asset stewardship.

Requirements

  • Graduation from an accredited college or university with a Bachelor of Science in Engineering, Architecture, Business Administration or Management.
  • Five (5) years of experience in an administrative or supervisory facilities management position that involved overseeing large, complex, or multiple site facilities that included activities such as programmed maintenance, construction and renovation, contract administration, systems analysis, and budget preparation.
  • Must possess a valid Florida driver's license.

Responsibilities

  • Lead development and execution of division goals, service levels, KPIs, and operational plans.
  • Develop, recommend, and implement policies, procedures, standards, and best practices for facility operations, preventive maintenance, asset management, and emergency readiness.
  • Participate in departmental strategic planning, asset planning, capital planning, and long-range facilities lifecycle planning.
  • Assist in developing and administering annual operating and capital budgets; forecast staffing, equipment, materials, and contracted services needs.
  • Monitor, control, and approve expenditures; implement corrective adjustments and cost-efficiency strategies.
  • Oversee procurement scopes, contract specifications, contract administration, vendor performance, and service-level compliance.
  • Direct, coordinate, and review work plans for O&M teams across multiple regions and sites.
  • Oversee maintenance and repair of major building systems including HVAC, electrical, plumbing, security systems, life safety, building envelope, roofing, grounds, custodial services, and general building operations.
  • Lead preventive and predictive maintenance program development and coordinate with stakeholders on CMMS optimization, work order performance, and asset data quality.
  • Prioritize and manage minor construction, renovations, equipment replacements, and infrastructure upgrades.
  • Provide technical guidance to supervisors and skilled trades staff; review designs, submitttsals, plans, and specifications.
  • Ensure compliance with federal, state, and local building codes, ADA standards, accessibility requirements, life-safety codes, and county policies.
  • Conduct inspections, audits, and assessments of building systems and contractor work; ensure safety and regulatory compliance across all facilities.
  • Select, supervise, coach, train, and evaluate supervisors and operations & maintenance personnel.
  • Promote workforce development, credentialing, skill progression, safety training, and succession planning.
  • Foster a collaborative, customer-focused, and accountable culture aligned with county values.
  • Serve as primary point of escalation for facility concerns, service requests, and complex issues from departments, elected officials, and the public.
  • Build strong partnerships with other county departments, external agencies, and community stakeholders.
  • Communicate maintenance and project status, facility impacts, and operational considerations clearly and professionally.
  • Lead O&M division emergency response, storm preparation, disaster recovery, facility stabilization, and business continuity operations.
  • Coordinate damage assessments, restoration activities, and post-incident reporting.
  • Ensure all staff maintain readiness for emergency activations.
  • Prepare detailed reports, analyses, presentations, and recommendations.
  • Maintain accurate records, regulatory documentation, and CMMS data.
  • Perform related duties as assigned.
