Works under the direction of the Director of Library Services or other designated personnel to develop, implement and/or maintain, and evaluate a system-wide maintenance program for library facilities and vehicles. This program will provide effective response to the needs for routine and special maintenance activities and will be accomplished through the supervision of skilled maintenance and custodial employees and contracted services. Monitors and evaluates all mechanical apparatus and motor vehicles; inspects and evaluates work done by employees and contractors. Responsible for the continuous maintenance programs or liaison of the maintenance programs at all of the library locations. Assigns and monitors work, trains, orients, disciplines, and makes recommendations for hiring, promotion, discharge and work assignments for all facilities maintenance personnel. Implements systems and processes to complete routine and preventive maintenance activities in a timely fashion. Establishes appropriate priorities and documents processes and procedures to ensure system wide consistency of services. Manages and or coordinates contracted HVAC services for the system and custodial services for the branches. Responsible for the ground’s maintenance at all locations. Oversees relevant contracted services to include pest and termite control programs, monitors elevator and escalator services; schedules window-washing contracts; maintains parts manuals. Responds appropriately to emergency conditions and facilitates the implementation of emergency maintenance repairs. Coordinates restarting and operation of lighting and mechanical systems or their related controls after power failures and fire or emergency conditions with Electronic Services and Security. Purchases building maintenance supplies, machinery, and equipment by effectively utilizing the library purchasing and inventory process and procedures and PPM procedures. Initiates a bid process for equipment and services as required. Compiles various reports as required. Must stay abreast of federal, state and local building code regulations. The incumbent is responsible for compliance with the underwriter’s insurance group to ensure structural standards for the safety of staff and public. Must maintain all work and facilities in compliance with TOSHA standards and ensure ADA compliance. Must maintain an appropriate lock out and tag out program. Manages and schedules vehicle service for the fleet of buses and trucks. Functions as the contact person for the city in managing building risk management issues. Identifies major building improvements for the city CIP (Capitol Improvement Projects) budget. Identifies department needs and goals and makes recommendations for budget allocations. Assembles and analyzes proposals or bids, develops recommendations and submits them to the Director of Libraries. Performs work as a technician in areas of responsibility and expertise as necessary.
