About The Position

HII Mission Technologies is looking for an experienced Facility Manager with Facility Security Office experience. The Ideal candidate will possess mid-level working experience in functional areas such as facility/property management and security officer duties. The individual will be responsible for performing all disciplines within facility maintenance, and security to include personnel security, physical security, document control, visitor control, as well as the protection and tracking of proprietary computing equipment. The ideal candidate will also be responsible for the opening, closing, and daily management of a 5,000 – 10,000 square foot commercial facility to include managing all logistics management operations within the facility. The applicant must have a working knowledge and experience with the below responsibilities.

Requirements

  • 6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.
  • Program Management Curriculum for Possessing Facilities certification is required.
  • Full knowledge and understanding of Industrial Security practices.
  • Must be able to independently demonstrate the skills and abilities to perform complex professional tasks.
  • Thorough knowledge of 32-CFR, Part 117, ICDs, NFPA, OSHA, ADA, and other DoD facility compliance requirements.
  • Candidate must work well in a team environment and possess excellent speaking, writing, organizational, customer service, interpersonal, and project management skills.
  • The candidate must be able to work with minimal supervision on multiple tasks and work well under deadlines in a fast-paced environment.
  • Candidate must be able to prioritize tasks and handle multiple assignments concurrently.
  • Candidate must have proficiency in the use of Microsoft Word, Excel, PowerPoint, and various facility management software to include CAFM and CMMS.
  • Proven ability to manage budgets as well as vendor negotiation.
  • Must possess a current Top-Secret clearance with an in-scope background investigation as well as have an ability to meet Top Secret/SCI eligibility requirements if required.

Nice To Haves

  • Familiarity and exposure to Intelligence/OPSEC related fields and operations (HUMINT/CI, SIGINT, Special Operations, etc.).
  • Certified Facility Manager (CFM) or Facility Management Professional (FMP) credential.
  • LEED Accredited Professional (LEED AP) certification or equivalent sustainability credential.
  • Experience managing DoD or Federal Government facilities under GSA leasing and occupancy regulations.
  • Familiarity with energy management systems and sustainability reporting (ENERGY STAR, EISA).
  • Background in logistics planning, emergency response, and continuity of operations (COOP/BCP).
  • Prior use of computerized maintenance management systems (e.g., Maximo, ARCHIBUS).

Responsibilities

  • Manage all disciplines of security to include personnel and physical security, document control, visitor control, security education and training, and other duties as directed.
  • Work closely with program CPSO’s to ensure that program personnel are processed accordingly for special accesses.
  • Responsible for the administration and coordination of DOD and other Industrial Security Programs and activities to ensure compliance with government and company security policies and procedures.
  • Develop and administer security programs and procedures for classified or proprietary materials, documents, and equipment in coordination with government agencies and management personnel.
  • Implement and enforce 32-CFR Part 117 and SEAD 3 Reporting Requirements.
  • Review and implement federal security regulations that apply to company operations.
  • Obtain rulings, approvals, interpretations, and acceptable deviations for compliance with regulations from government agencies.
  • Prepare manuals outlining regulations such as SOPs, SPPs, ITPs, EAPs and OPSEC.
  • Establish procedures for record keeping, handling, storing, and for granting personnel and visitor access to restricted records and materials.
  • Prepare and conduct security education classes, incoming/outgoing facility inspections, and security audits.
  • Investigate security violations and prepare reports specifying preventive action to be taken.
  • Ensure individuals stay within scope for current investigations and perform the necessary actions for initial and/or reinvestigation actions and track accordingly to internal processes and procedures.
  • Conduct security self-inspections, physical security surveys, and threat/vulnerability assessments.
  • Ensure accuracy of the security clearance data base and document control using the Access Commander database.
  • Interface with government customers on security related issues.
  • Ensure that classified information entrusted to the company is properly safeguarded as outlined in federal controlling instructions.
  • Responsible for preparation, management, and interfacing with the Defense Counterintelligence Security Agency (DCSA) during audits.
  • Utilize US Government online programs such as the National Background Investigation Services (NBIS), eAPP (Electronic Application), Defense Information System for Security (DISS) and the National Industrial Security System (NISS).
  • Oversee daily facility operations for a 5,000–10,000 square foot commercial site.
  • Coordinate maintenance and manage vendor contracts for janitorial, HVAC, electrical, and security systems.
  • Develop and monitor facility budgets, track expenditures, and maintain inventory.
  • Ensure compliance with safety, environmental, and ADA regulations, including NFPA and OSHA standards.
  • Plan and execute facility projects, including renovations and space planning.
  • Manage logistics operations, including shipping, receiving, and other support services.
  • Serve as the primary point of contact for facility-related issues, including utilities, waste disposal, and emergency response.
