About The Position

Franklin County is looking for a skilled, motivated professional to lead our Facilities Maintenance team and help keep our buildings safe, efficient, and welcoming for employees and the public. As a Facilities Maintenance Crew Leader, you’ll guide daily operations, support a hardworking crew, and ensure that repairs, improvements, and preventive maintenance are completed with excellence. An employee in this class provides project support to the Maintenance Director and Superintendent in providing advanced skill and leadership to the facilities maintenance staff involved in building construction, renovation, repair, facilities maintenance, grounds maintenance, and custodial work. Work includes receiving and responding to facilities and buildings problems, makes appropriate plans and ensures follow through with assigned supervisor and customer. Employee works with minimal supervision unless the work project is unusual or without precedent. The employee is involved in monitoring safety, coaching individuals and work teams in skill, work procedures, selection of materials and by outlining the final product desired. Daily responsibility to facilities management and supervises and leads skilled trades, semi-skilled and maintenance staff in a full-range of construction, renovation, repair, and facilities maintenance responsibilities; receives problems/requests, evaluates costs, assigns, and prioritizes work orders. Considerable tact and courtesy are required in frequent contact with departmental staff and the public. Work involves problem solving and requires independent judgement and initiative, and tact and diplomacy. Work is performed under the general supervision of the Facilities Maintenance Director, and work is reviewed for lasting quality, effectiveness, appearance and functionality through conferences, inspections, and a review of records.

Requirements

• Journey level knowledge of the principles and techniques of the various skilled trades required of the position.
• Thorough knowledge of the methods, tools, and equipment used in the assigned trades.
• Thorough knowledge of safety regulations, occupational hazards, and related safety precautions in the work.
• Skill in the use and care of assigned tools and equipment.
• Ability to diagnose and repair problems and plan and organize appropriate corrective action.
• Ability to understand and follow oral and written instructions.
• Ability to exercise independent initiative.
• Ability to establish and maintain effective working relationships with coworkers, supervisors, and other County employees.
• Ability to carry out effective principles of first level supervision to other maintenance workers.

• Ability to use a computer and specialized software programs.
• High school diploma supplemented by course work in varied technical or trade skills and journey and advanced level experience in the assigned building trades and some supervisory experience; or an equivalent combination of education and experience.
• Must possess an appropriate valid North Carolina driver’s license upon hire.
• Completion of Defensive Driving training, HIPPA training, First Aid and CPR training, MSDS training, Chemical Use training, Ladder and Scaffolding training, Hand Tools training and Safety and Health training within six months of employment.
• May be asked to obtain a NC Pesticide Applicator license.

Responsibilities

• Reviews preventive maintenance plans for repair and maintenance and supervises and participates in semi-skilled trades work, grounds maintenance, and custodial work involving a variety of buildings and grounds maintenance responsibilities.
• Participates and leads employees in all trades common with facility maintenance such as but not limited to sheetrock repairs, painting, carpentry, HVAC, electrical, plumbing, flooring, masonry, welding, cutting at a journey level.
• Participates and leads employees while carrying out duties such as but not limited to moving furniture, unstopping drains issues, moving boxes, moving computers, delivering supplies, upkeep of the maintenance shop and inventory area, and maintaining landscaping.
• Ensures all mechanical, plumbing, and electrical devices work properly and that HVAC equipment is serviced and maintained.
• Assist in monitoring to ensure maintenance and custodial staff are meeting work objectives and offers help and support to staff as needed.
• Plans, schedules, and supervises the maintenance and upkeep of the buildings, grounds, and facilities; maintains records on maintenance schedules, maintenance contracts and follows through to ensure compliance.
• Participates and supervises employees engaged in repair, construction, maintenance, cleaning equipment, buildings and grounds; receives, assigns and prioritizes work orders.
• Serves as the lead worker of maintenance and custodial personnel.
• Inspects grounds, facilities, and equipment periodically to determine janitorial and basic needs; confers with the Director on the acquisition of new equipment, maintenance and building request.
• Notes and reports all issues found during building inspections and immediately make quality repairs if needed or follow up and return to make repairs when scheduling permits.
• Provides guidance and assistance in the execution of assignments and responsibilities; trains and instructs employees on work team and on individual basis concerning areas of assigned work; trains new staff; assists with hiring; provides performance coaching and evaluations.
• May perform custodial duties or oversee maintenance staff in custodial duties in employee absence or as needed; may stock restrooms and supply rooms as needed; may participate and lead maintenance employees in the stripping/waxing of floors and cleaning carpet.
• Gathers quotes for materials, equipment, and contract services as requested by the Maintenance Director.
• Makes certain all building temperatures are comfortable and make adjustments as needed and initiates repairs when systems need attention and/or repairs.
• May coordinate and oversee and inspect the work of contractors engaged in buildings and grounds maintenance and repair work.
• Instructs maintenance staff in safe work practices pertaining to tools, use of chemicals, exposure to human body fluids, and hazardous work materials or equipment.
• Maintains records and reports of work requests and repairs and reviews employee time sheets.
• Plans, assigns, supervises, and participates in the work with maintenance employees as a team leader; coaches and commends staff as team leader.
• Purchases equipment supplies and materials as needed for efficient work processes and ensures County guidelines are followed.
• Prepares and keeps operating records and reports as required by the Director; ensures all workorders are completed and returned to office staff timely.
• Assists other departments as needed during natural disasters; assists with shelter setup during emergencies after hours or during inclement weather.
• Use of work order system to receive and delegate assignments.
• Performs related facilities and maintenance duties as required for County operations.
• Must be able to work call back or after-hour emergencies; may participate in on-call schedule as needed; works at after hour events as needed.
• Performs related duties as required.
