About The Position

The Facilities Healthcare Architect will develop detailed Request for Proposal (RFP) documents with thorough scope of work verbiage for project requirements including Electric Power Generation – Solar Photovoltaic, Battery Energy Storage System, LED Lighting (Exterior & Parking Garages), Central Utility Plant Optimization, BAS/DDC Upgrade, HVAC Upgrade/Retro-Commissioning, and Cybersecurity. The role involves detailed site investigation and analysis, field data analysis, studies, evaluations, assessments, and the preparation of detailed RFP design requirements documents for the listed project systems.

Requirements

  • Minimum of a Bachelor's degree in Architectural, Engineering, Construction Management, Construction Technology, or a related field.
  • At least 10 years of experience with facility maintenance programs or construction projects related to medical facilities.
  • Proficient in computer-based data and project management systems, including DMLSS (Defense Medical Logistics Standard Support).
  • Strong working knowledge of Microsoft Office Suite (Word, Excel, PowerPoint), Outlook, Adobe Acrobat, and Internet applications.
  • Experience with or ability to learn Computer-Aided Facility Management (CAFM) software within 6 months.
  • Ability to prepare scopes of work and basic cost estimates in line with accepted engineering standards.
  • Experience working with construction or central plant projects within military or civilian hospital environments, with direct interaction with clinical departments.
  • Knowledge and experience in medical equipment installations in healthcare settings.
  • Familiarity with hospital-related building and engineering systems and their operation.
  • Excellent oral and written communication skills.
  • Experience in leading or chairing customer update meetings.
  • Proven ability to serve as the central point of contact and represent the Facilities Department professionally to hospital staff and leadership.
  • Understanding of environmental and safety regulations, including infection control and PPE requirements.
  • Knowledge of processes related to the planning, design, budgeting, funding, and execution of healthcare facility operations, maintenance, and construction projects.
  • Must pass pre-employment qualifications of Cherokee Federal.

Nice To Haves

  • Certified Energy Manager Experience, Education, Skills, Abilities requested.
  • Knowledge of relevant design, construction, and maintenance standards applicable to hospitals, including: AHA, AIA, ASHRAE, NFPA, NEC, UBC, UFC, The Joint Commission and other accreditation standards.
  • Familiarity with DHA Facilities Enterprise processes, including Real Property Maintenance System and Shore Facility Planning System.

Responsibilities

  • Design within the funding limitation for each project accomplished under this contract as established by the applicable Federal Acquisition Regulation (FAR) clause(s).
  • Perform field investigation and identify a potential new Battery Energy Storage System (BESS) building location to support the BESS System. The new BESS building will house the new PV System’s inverters, transformers, switches, breaker panels, equipment, devices, and associated equipment and devices.
  • Develop a detailed RFP document to provide requirements for the new PV System locations, connectivity, integration and controls.
  • Perform site investigation to assess and identify the potential target site location for the BESS system.
  • Acquire and implement all control systems in accordance with the current version of UFC 4-010-06 Cybersecurity of Facility-Related Control Systems, UFGS 25 05 11 Cybersecurity for Facility-Related Control Systems, and as required by Naval Facilities Engineering Command Southwest (NAVFAC SW) facility-related control system (FRCS) system standards.
  • Design and implement facility related projects such as LED lighting upgrades, central utility plant optimizations, parking lot carports.
  • Plan, coordinate, and manage space utilization, facility modification, and equipment installation projects from initiation through completion.
  • Perform design reviews, validate cost estimates, and manage project schedules to ensure timely and cost-effective execution.
  • Prepare scopes of work and rough order-of-magnitude (ROM) cost estimates for proposed facility and equipment projects.
  • Provide technical review and analysis of contractor and equipment vendor proposals to ensure alignment with project specifications, codes, and standards.
  • Coordinate with equipment vendors, contractors, end users, and stakeholders to identify space modification and installation requirements necessary for proper equipment functionality.
  • Communicate with project stakeholders to validate requirements, confirm scope, and resolve project-related concerns throughout the project lifecycle.
  • Review and apply relevant hospital-specific codes, healthcare facility standards, and industry guidelines in the development of engineering solutions.
  • Performs other job-related duties as assigned.
  • Represent the Facilities Management Department (FMD) in a professional manner at all times.
