About The Position

Qualis LLC is seeking a Facilities Engineering Project Management Specialist to support civil engineering clients with technical support and apply knowledge of plumbing engineering technology for facility project management. This role involves managing new construction and existing facility plumbing modernization and preventative maintenance projects. The candidate will provide plumbing engineering technical support for planning future facility requirements, design, review, documentation, reporting, and overseeing construction sites from inception to completion. They will also plan and track the operational upkeep of facilities.

Requirements

Experience in project management for Civil Engineering is highly desired for the development and implementation of project cost, schedule, performance, and risk analysis/assessment and management plans.
Demonstrated ability for analysis and development of project baselines, Statements of Capability, Program Introduction Documents, and briefings, reports, and other tasks required for planning, provisioning, and implementation of flight test requirements.
3 to 10 years of experience.
Bachelor's or Master's degree in the applicable discipline.
Must have a minimum of an active U.S. SECRET clearance and be subject to a government security investigation.

Responsibilities

Support the project management life-cycle with an emphasis on plumbing engineering for small to large scale government facility projects, including modernization of existing facilities and new construction for office, hangar, bunker, and other client facilities.
Perform project management support assignments for facility projects, assisting facility engineers and operations staff in developing plumbing requirements, specifications, and scope.
Estimate resources and cost, perform analysis, and coordinate schedules and site access for vendors, escorting and overseeing site construction.
Evaluate water pumps, high pressure pumps, motor belts, pump motors, gaskets, seals, flow meters, pipe headworks, compressors, and pipe headers.
Monitor alarms, fire suppression systems, water valves, and actuators.
Read pump performance curves and approve plumbing submittals.
Develop facility cost estimates using the 4Clicks database for facilities construction cost, facilities maintenance and repair cost, interior cost, and potential change orders.
Directly interface with the customer at all levels, from requirements gathering to final design and acceptance of facility build.
Conduct site surveys, verify facility as-built specifications and drawings, and perform punch list inspections for facility final acceptance.
Conduct proper inventory and assessment of the base facility infrastructure, accurately recording information in the BUILDER database.
Coordinate project requirements with Architects, Engineers, Subcontractors, and Field Construction; support implementation of schedules and access to construction sites.
Review drawings and construction plans supplied by vendors, clients, engineers, and architects, and recommend necessary changes.
Assist in ensuring that plans, reports, and calculations comply with all relevant building codes and project standards.
Oversee construction projects on-site and perform inspections to verify adherence to drawings and specifications, verify adherence to safety regulations, and report discrepancies to the contracting officer.
Perform analysis and support, track financial commitments/obligations, update schedules, prepare presentations, coordinate the development of plans and specifications, and plan, coordinate, and schedule power outages, dig permits, and other construction activities.
