About The Position

Urban is seeking Geotechnical/Facilities Inspectors to support the construction management and inspection team on new facility projects in Central and Eastern Pennsylvania. This is a client-facing consultant role providing daily field oversight on behalf of the transit agency/grantee, ensuring contractor compliance with specifications, approved plans, and applicable transit facility standards.

Requirements

  • 10–15 years of construction inspection experience; geotechnical, transit, industrial, or heavy civil/vertical building project experience strongly preferred
  • Prior PennDOT and/or transit agency (SRTA, CAT, SEPTA, PRT, etc.) inspection experience highly preferred
  • NICET Level III or IV in Highway/Transportation Construction, engineering degree, or equivalent
  • Valid PA driver’s license
  • OSHA 30-Hour Construction certification
  • Proficient with field documentation platforms (e.g., ECMS, PPCC, CDS NextGen, KAHUA, Procore)
  • NECEPT Concrete and/or Bituminous certification; ACI certification
  • Experience with bus/rail fleet facility construction, specifically with geotechnical, building, and MEP experience
  • Familiarity with utility coordination (PPL, Verizon, UGI, or similar) for large facility service upgrades

Responsibilities

  • Lead daily inspection of construction activities: sitework, foundations, structural steel, building envelope, MEP, and specialty transit systems (bus lifts, fueling/CNG or EV charging infrastructure, wash bays, vehicle exhaust extraction)
  • Interpret contract documents and specifications; issue field clarifications and resolve constructability issues in coordination with the design engineer
  • Oversee QA/QC materials testing (concrete, soils, steel/welding); coordinate independent testing labs
  • Maintain detailed daily inspection reports, photographic documentation, and diaries per PennDOT/client standards
  • Track RFIs, submittments, NCRs, and change orders; recommend corrective action
  • Review contractor pay applications against verified quantities installed
  • Serve as primary point of contact between contractor, transit agency client, and PennDOT BPT project staff
  • Support commissioning/startup of specialty systems and close-out/as-built documentation
