This position serves as a project team member responsible for providing construction project oversight for rail/transit clients. The role involves using knowledge of general engineering and construction principles and practices to interpret, organize, coordinate, communicate, and execute assignments to meet client goals. Key responsibilities include ensuring work adheres strictly to contract documents, acting as a technical advisor, and mentoring less experienced team members. The role is responsible for delivering assigned projects within scope, schedule, and budget.

Responsibilities
- Provide construction project oversight for rail/transit clients using knowledge of general engineering and construction principles and practices to interpret, organize, coordinate, communicate and execute assignments as necessary to accomplish the goals and objectives defined by the client
- Ensure work is performed and completed in strict accordance with the contract documents
- Act as a technical advisor to the Owner and other team members
- Teach and mentor less experienced engineers and other team members
- Deliver for assigned projects including scope, schedule and budget
- Develop Project Management Plans (PMP) for assigned projects
- Provide construction management oversight during all phases of the project
- Create and maintain project schedules
- Prepare and update cost estimates and prepare and maintain project budgets
- Assist in performing constructability reviews
- Prepare correspondences and formal responses to the contractor as it relates to submitted Notice of Impact, change in directives, claim merits, non-compliance notices, etc.
- Develop and implement project specific QA programs
- Prepare and submit monthly progress reports and prepare meeting minutes and distribute to attendees no later than one (1) week after the meeting
- Manage sub-consultants and technical resources
- Coordinate and interface with the client and project team
- Maintain full familiarity with plans, specifications, construction schedules, and contractor's plans on assigned contracts, the Project Management Plan (PMP), and current safety regulations in order to be knowledgeable of the project team
- Provide subject matter expertise and support development of design and construction contract documents (including solicitation documents). Development of bridging documents, proposal evaluations, and award recommendations as needed
- Provide technical analysis and review of all requests for changes submitted by the design consultant and/or construction contractor
- Assign other technical and administrative personnel appropriate for the scope and general level of effort required to meet the performance commitments
- Prepare, monitor and update schedules and budgets
- Review and approve contractor invoicing
- Prepare client invoices
- Participate in client presentations
- Coordinate and assist Section Heads, Office Managers, and Service Line Leaders with marketing proposals
- Lead and manage team members by providing leadership and continuous performance management (setting expectations, goals, feedback, 1:1 meeting, coaching) that supports the growth and development of team
- Perform other related duties as assigned
