About The Position

The Facility Administrator acts as a liaison between other county offices and the County Judge. The Facility Administrator assists with county policy making and implementing county policies, projects, and other actions, all county employees are either directly or indirectly influenced by the Facility Administrator’s functional authority. The projects and actions undertaken by the County Judge's office and the Quorum Court represent many millions of county tax dollars. The Facility Administrator is responsible for putting into practice the goals and objectives of the County Judge. The Facility Administrator monitors the progress and ensures that results are achieved by the balancing of resources, personnel and budgets for the improvement of the health, safety, welfare and the economic growth of Benton County. The job of Facility Administrator was established for the purpose/s of planning, organizing and directing the maintenance, repair and alteration of County buildings and grounds; serving as the County representative in planning and developing facilities and new construction; ensuring that jobs are completed efficiently and within regulatory guidelines and projected deadlines; preparing and managing the annual budgets for the maintenance, grounds and custodial departments; and ensuring optimal utilization of personnel and other resources.

Specific skill-based competencies required to satisfactorily perform the functions of the job include: perform on-site inspections of new construction, alterations and repairs; adhering to safety practices; handling hazardous materials; operating equipment used in the building trades and planning and managing projects.
KNOWLEDGE is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions.
Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: applicable codes related to the development, maintenance and construction of facilities; methods, practices, equipment, and supplies used in the building trades; State and local building, safety and health codes; occupational hazards and safe work practices of the building maintenance trades; concepts of grammar and punctuation; health standards and hazards and office methods and practices
ABILITY is required to schedule a significant number of activities, meetings, and/or events; often gather, collate, and/or classify data; and consider a number of factors when using equipment.
Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using a variety of standardized methods.

A Bachelors Degree in Business Management or related field is preferred.
Must have at least 5-7 years experience directly related to government administration and/or business management.
Job related experience within specialized field with increasing levels of responsibility is required.
Targeted job-related education that meets organization’s prerequisite requirements.
Five years of increasingly responsible experience in building maintenance and construction which involved facility planning, construction, maintenance and operations.

Nice To Haves

Experience in a school district environment is preferred.

Responsibilities

Assist in the preparation of the county budget, work with the county comptroller to review the monthly financial statements and day-to-day operation and bill paying to insure accuracy and adherence to budget spend line.
Directly supervise department heads in his/her areas of responsibilities, which includes: assist with writing policies for the various departments, assist with and write personnel policies and monitor plans of action. Participate in the interviewing and hiring of county personnel and serve as intergovernmental liaison with cities and other governmental agencies in Benton County. Answer correspondence for the Judge, either directly or for his signature.
Attend all meetings, as necessary, with department heads and elected officials, attend all other county meetings associated with the assigned areas of responsibilities.
Assist the department heads and discuss budget preparation problems and prepare various budgets and approve other budgets.
Represent the county at community meetings, make presentation to the public concerning county affairs and represent the County Judge in his absence.
Act as an advisor to the County Judge as necessary.
Must be able to provide assistance including filling in where necessary for all the departments supervised.
Collaborates with others (e.g. district personnel, other district personnel, community organizations, etc.) for the purpose of implementing and maintaining services and/or programs.
Coordinates schedules and special event operations for the purpose of ensuring required facilities • preparation.
Develops long and short-range maintenance plans/programs (e.g. emergency response plans, energy management plans, annual budget, etc.) for the purpose of ensuring that district resources are effectively utilized.
Directs projects (e.g. site repairs/construction, preventive maintenance, etc.) for the purpose of ensuring completion within established time frames, project design and budget.
Inspects new construction, repair work, projects, equipment, work orders, daily maintenance and supplies for the purpose of ensuring that jobs are completed efficiently; specifications for major capital improvements are within local/state/federal regulations; and approving inspection reports and payment requests.
Monitors fund balances of assigned programs and related financial activity for the purpose of ensuring that expenses are within budget limits and/or fiscal practices are followed.
Participates in meetings, workshops and seminars for the purpose of conveying and/or gathering information required to perform functions.
Performs other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the work unit.
Performs personnel functions (e.g. interviewing, evaluating, supervising, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget.
Presents information for the purpose of communicating information, gaining feedback and ensuring adherence to established internal controls.
Recommends new hires, promotions, termination and transfers for the purpose of maintaining staffing needs and productivity of the work force.
Researches new products, laws, regulations, etc., for the purpose of recommending purchases, contracts and maintaining districtwide services.
