About The Position

Under the direction of the Coordinator of Social Work Services, and in alignment with the Howard County Public School System’s (HCPSS) Strategic Plan, the Facilitator of School Social Work Services and Behavioral Health Supports will provide professional oversight, mentorship, and consultation to school social workers as well as support with coordinating and enhancing district-wide initiatives by utilizing specialized training in mental health, school culture and climate, and social-emotional learning. The Facilitator will also support School-Based Mental Health Services and the coordination of new services (Early Childhood Mental Health and Substance Use Prevention and Intervention Services) in alignment with the Blueprint for Maryland’s Future. In addition, the Facilitator will support the implementation of Medical Assistance (MA) billing for mental health services provided to students not receiving special education services. This position has an anticipated start date during the 2026-2027 school year. Applicants currently employed with another Maryland public school system are responsible for verifying eligibility for release for this non-supervisory position if selected.

Requirements

• Master’s degree in social work from a Council on Social Work Education (CSWE) accredited college or university.
• Licensed Certified Social Worker- Clinical (LCSW-C).
• Hold a current Maryland State Department of Education professional license with the School Social Worker endorsement.
• Three years of professional social work experience in a PreK-12 educational setting to include: Experience providing direct mental health services, crisis intervention, consultation or case management for children and adolescents.
• Experience providing professional development to adult learners or school system staff.

• Experience designing, implementing, and evaluating programs at a school, district, or community level.
• Experience leading initiatives related to equity, belonging, school climate, or culturally responsive mental health services.
• Experience collaborating with multidisciplinary teams, including school administrators, psychologists, counselors, educators, and community agencies.
• Experience utilizing data management systems for programmatic analysis and evaluation.
• Experience using data to identify student needs, monitor interventions, and support decision-making.

Responsibilities

• Facilitate district-wide initiatives to strengthen student belonging, school climate, and equitable access to school-based mental health services across all elementary, middle, and high schools.
• Coordinate implementation of pre-K, early childhood behavioral health, and substance use intervention programs aligned with state mandates and Blueprint for Maryland’s Future.
• Collaborate with administrators and multidisciplinary teams to design and implement a Multi-Tiered System of Supports (MTSS) to address both individual student needs and systemic barriers to services.
• Collaborate with the Coordinator of School Social Work Services to make decisions about staffing and assignment of School-Based Mental Health agencies to individual schools.
• Provide coaching, consultation, and technical assistance to school social workers, school-based student services staff, and community therapists to strengthen service quality and consistency.
• Analyze service delivery data, KPIs, and student outcomes using systems such as Synergy to inform decision-making and continuous improvement.
• Ensure compliance with FERPA, HIPAA, Medical Assistance (MA) billing requirements, and district policies governing confidentiality, consent, and records management.
• Support central office crisis response and prevention initiatives, including suicide intervention procedures, and student well-being data review and action planning.
