About The Position

Marathon TS is seeking a skilled Operational Specialist to join a dynamic team. This role involves performing technical evaluations and analysis to support government E&A leadership in making informed decisions regarding Program's S&T investments. The specialist will develop and execute data collection plans for technology operational experimentation events, create mathematical models for technology performance assessment, and conduct cost/benefit analyses of proposed technologies. Additionally, the role requires aligning E&A priorities with Naval S&T focus areas, identifying future technology needs, and representing the E&A team in various reviews and meetings.

Requirements

• Master's Degree (MS) from an accredited college or university in civil, mechanical, material, or industrial engineering or a closely related technical field in engineering and physical sciences and ten plus (10+) years of experience in Science and Technology Development.
• Demonstrated knowledge of Experimentation Planning and Operations Research methods to include Data Collection and Analysis Plan (DCAP), Modeling and Simulation, Wargaming, Technology Innovation Games (TIG), and other analytical methods to provide decision support to leadership for S&T investments.
• Ability to produce technical execution reports and reports on technical progress of S&T portfolio and update collaboration sites as necessary.
• Must have an active TS/SCI Clearance.
• Proficiency with commercial office productivity software packages; at a minimum, Microsoft Office 365 (specifically, Word, Power Point, Outlook, SharePoint Online, Teams and Excel).
• An active US Passport for occasional travel (OCONUS to UK)
• Excellent communication skills; both oral and written.

Responsibilities

• Performs the technical evaluation and analysis required to enable the government E&A leadership team to make highly informed management decisions regarding the Program's S&T investments.
• Develops and executes the Data Collection and Analysis Plan (DCAP) for all Technology Operational Experimentation Events (TOEE) Key Perforce Parameters (KPP's).
• Develops mathematical models to compare and assess technology performance in operational scenarios.
• Conducts technical evaluation and cost/benefit analysis of proposed E&A technology.
• Conducts technical analysis, in conjunction with input from NRE program officers and science advisors, to identify, and determine the percentage of E&A priorities that are in alignment with Naval S&T focus areas.
• Conducts technical analysis to identify and validate future E&A technology needs that no longer aligns with the strategic guidance from the NRE leadership.
• Represents, and presents E&A project data, at Program Officer Portfolio Reviews and NRE Technical Exchange Sessions.
• Represents the E&A Team project priorities, at planning sessions, ONR-G team meetings, and other NRE meeting requiring E&A representation.
• Performs other job-related duties as assigned.
