Serve as an Experiment Planner supporting the Department of the Navy (DON) Small Business Innovation Research (SBIR) Experimentation Cell (DON SEC). Provide planning, facilitation and advisory support to small businesses with DON SBIR contracts, their Government Technical Points of Contact (TPOCs) and Program Managers throughout the experimentation lifecycle. Apply operational and technical experience to enable SBIR technology’s research and development within a range of naval capabilities, operations and missions. Ensure the technical requirements for the experiment are identified and establish a collaborative working relationship with the government sponsors to design, plan, execute and control, perform data collection and analysis and prepare reports detailing findings and recommendations. Coordinate and facilitate planning activities with Government stakeholders, SBIR firms, event staff and organizations responsible for experimentation planning and execution. Develop experimentation objectives aligned with technology capabilities, maturity and operational needs. Assist SBIR performers with selecting appropriate experimentation venues based on technology maturity, objectives and operational relevance. Develop experimentation planning products, including planning documents, schedules, data collection plans, experiment execution materials and post-event reports. Mentor and advise SBIR firms, TPOCs and Program Managers on experimentation processes, requirements and best practices throughout planning and execution. Research experimentation processes, doctrine and best practices to improve planning efficiency. Develop briefings, process guides, reference materials and training products supporting DON SEC initiatives.
