About The Position

This role focuses on improving organizational mission performance in national preparedness and capability building by leveraging expertise in emergency management, analytical skills, and strategic perspective. The Exercise Planner will lead planning and coordination with clients and stakeholders, driving the design, development, execution, and evaluation of both discussion- and operations-based exercises. The role combines strong facilitation skills with strategy development and process improvement expertise to guide discussions, align priorities, and foster collaboration. It requires expert-level knowledge of Homeland Security Exercise and Evaluation Program (HSEEP) doctrine and emergency management preparedness principles to ensure exercises assess and validate operational readiness. The position also involves using writing skills to articulate lessons learned, document actions, and craft recommendations for senior leadership. The goal is to improve efficiency within the homeland security and national resilience enterprise by providing clients with holistic assessments of their operations and processes to reveal potential and address challenges. U.S. citizenship is required due to the nature of the work.

Requirements

  • 8+ years of experience planning and leading emergency management exercises and projects
  • 4+ years of experience with emergency management at the federal level
  • Experience coordinating and maintaining relationships with stakeholders to optimize performance and foster cross-functional expertise
  • Experience with Microsoft Office applications such as Word, PowerPoint, and Excel
  • Knowledge of HSEEP doctrine, emergency management preparedness principles, and emergency management guidelines and documents
  • Ability to travel up to 25% of the time
  • Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements
  • Bachelor’s degree
  • U.S. citizenship

  • Experience in Microsoft Power Automate for streamlining workflows and automating repetitive processes
  • Experience with Power BI or Tableau for creating data visualizations, dashboards, and performing data-driven decision analyses
