About The Position

The EXCON Alpha (EXCON-A) Academics reports to the MSTP Project Manager and receives work direction derivatives from the EXCON A Lead. This role involves managing, supervising, and coordinating contractor personnel in the development of scenarios, concepts, and products to support academic and/or MAGTF and joint/combined exercises. The position requires close collaboration with division heads and exercise control officers for planning conferences, providing recommendations for SOP changes, and supporting the planning, development, and execution of various academic programs and exercises like the General Officer Warfighting Program (GOWP), School of Advanced Warfighting (SAW), and School of Advanced Military Studies (SAMS). The role also includes assisting with MEF exercises, MEB Exercises, Large-Scale Exercises, systems training, role-playing, and developing/delivering academic classes and practical exercises for Marine Corps University and other service schools. Coordination with exercise control agencies and participation in scenario development conferences at various security levels are also key responsibilities.

Requirements

  • Master’s degree is required (operations research, management, military science, or equivalent area desired).
  • Minimum three years of experience in military training and education.
  • Attendance at Intermediate Level School, such as Marine Corps CSC, or completion of equivalent nonresident course is required.
  • Minimum eight years of operational experience planning, deploying, and employing ground combat, aviation, supporting arms, or combat service support units.
  • Minimum five years of MEF level command element experience at the senior field grade equivalent level, including principal staff planning across multiple joint warfighting functions.
  • Minimum three years of demonstrated knowledge of military doctrine, tactics, and operational level command relationships.
  • Minimum two years of experience in DoD modeling and simulation.
  • Strong communication and presentation skills. Able to read, write, and communicate effectively in English.
  • Able to design and write clear communications and present training programs.
  • Excellent organizational, planning, problem-solving, prioritization, and interpersonal skills.
  • Excellent computer skills required. Proficient in the entire suite of MS Office and able to quickly learn additional systems.
  • A Top Secret/Sensitive Compartmented Information (TS/SCI) clearance is required.

Nice To Haves

  • Completion of Advanced ILS/TLS and attendance at SAW or NWC is preferred.
  • Familiarity with SharePoint and C2PC is desired.

Responsibilities

  • Manage, supervise, and coordinate the efforts of contractor personnel in development of scenarios, concepts, products, and other deliverables that may be specified to support scenario development and event design for academic and/or MAGTF and joint/combined exercises.
  • Work closely with the Exercise Development Division Head and the MSTP Exercise Control Officer to conduct all academic or, as needed, exercise planning conferences.
  • Provide recommendations to the Exercise Control Officer and changes to the MSTP Exercise SOP.
  • Work closely with MSTP Operations and the Exercise Design Branch for the planning, development and execution of the General Officer Warfighting Program (GOWP); School of Advanced Warfighting (SAW) and School of Advanced Military Studies (SAMS).
  • Assist as needed with MEF exercises (MEBEXs)/MEB Exercises (MEBEXs) and Large-Scale Exercises (LSEs), systems training/familiarization, and role-playing responsibilities.
  • Support the planning and execution of selected academic programs (e.g., GOWP, SAW, SAMS) and develop and deliver academic classes and practical planning exercises for Marine Corps University (MCU) and other service schools.
  • Coordinate with all the exercise control agencies in scenario and exercise development.
  • Organize and participate in Exercise Scenario Development Conferences / Working Groups at the TS/SCI, Secret, Unclassified security level to support the exercise design process for MSTP supported academic exercises and other exercise events.
