About The Position

Delta Solutions and Strategies is seeking a highly skilled and motivated Exercise and Wargame Planning and Assessment Subject Matter Expert to support US Space (S4S) S7 at Vandenberg Space Force Base. The role supports S4S in executing activities across the Design, Planning, Preparation, Execution, and Analysis, Evaluation, and Report phases of S4S Component-led or Joint exercises, implementing the Joint Exercise Life Cycle (JELC). The SME supports annual participation in one Tier 1 and two Tier 2 exercises, as well as planning for up to seven Tier 2 exercises and eight wargames. The work includes exercise and wargame planning, participation in planning and execution events, readiness assessments and lessons learned, training guidance, and integration with DoD, Allies, and mission partners. Travel outside the local area, including overseas, and work outside typical duty hours or on weekends may be required.

Requirements

Experience initiating and/or developing Government-specified content for Component or Combatant Command exercises, tabletop exercises, rehearsal of concept drills, or similar activities, or relevant Combatant Command experience.
Demonstrated ability to initiate, supervise, and develop requirements for complex to extremely complex programs from inception through conclusion.
Experience providing strategic advice, technical guidance, and expertise to program and project staff, and providing detailed analysis, evaluation, and recommendations for improvements, optimization, development, and maintenance efforts addressing client-specific or mission-critical challenges.
Ability to identify and resolve challenges at a strategic level.
Excellent oral and written communication skills.
Ability to brief and interact with senior (GO/FLAG) officers and senior civilians.
Experience coordinating plans among internal and external staff agencies to ensure a coherent effort.
Current/relevant space and joint space operations knowledge and background.
Bachelor’s degree or higher, or 15+ years of relevant experience in lieu of a degree.
Current Top Secret clearance with SCI, ACCM, and SAP eligibility.

Nice To Haves

Previous experience on a Combatant Command, MAJCOM, HHQ, Joint Staff, OSD, or similar staff.
Completion of JPME I is highly desired.
JPME II is preferred.

Responsibilities

Support full S4S participation in one Tier 1 exercise and two Tier 2 exercises each year, and support planning for up to seven Tier 2 exercises and eight wargames each year.
Plan S4S-led or supported exercises and wargames according to published Joint Exercise Life Cycles (JELC), and execute activities across the Design, Planning, Preparation, Execution, and Analysis, Evaluation, and Report phases.
Participate in exercise and wargame events, including JELC conferences, In Progress Reviews (IPRs), and execution activities; travel outside the local area, including OCONUS, may be required.
Participate in Exercise Control Group and/or White Cell activities during exercise and wargame execution.
Use unit readiness tools, including assessments, lessons learned, objectives, and requirements, to inform exercise and wargame design and intelligence planning; conduct continuous assessments and lessons learned that contribute to the Commander’s assessment of unit readiness.
Contribute to development of CDR S4S Training Guidance and support its implementation.
Maintain integration with DoD, Allies, and mission partner operations and activities to ensure current and accurate exercise planning.
Attend unit Operations & Intelligence (O&I) updates, working groups, and operational planning teams (OPT); observe real-world and exercise events; and collaborate with counterparts.
