About The Position

Rising Star Resource Development Corporation (Rising Star) is a private nonprofit 501(c)(3) corporation and Social Enterprise. We are a supportive and integrated employer providing employment to persons with disabilities, individuals with barriers to employment and our veterans. We are a provider of contract services for Facility Support services and Temporary Staffing services to Federal, State and local governments, and to commercial businesses. We are governed and credentialed at a State level through WorkQuest Texas and at a Federal level through the AbilityOne Commission. This position summary outlines the need for an executive leader to develop federal business, build strategic partnerships, and expand employment opportunities across existing and emerging service lines. The Executive Vice President will lead capture planning, develop relationships with federal agencies and prime contractors, and identify opportunities where Rising Star and its partners can deliver qualified workforces and services.

Requirements

  • Substantial experience in federal business development, capture management, government contracting, or a closely related field.
  • Demonstrated success building customer and industry relationships and advancing opportunities through a documented capture process.
  • Experience developing teaming, subcontracting, or other strategic business partnerships.
  • Ability to evaluate opportunities against organizational capabilities, staffing needs, and delivery requirements.
  • Strong leadership, presentation, negotiation, writing, and organizational skills.
  • Ability to travel as needed for business meetings.
  • 20+ years of experience in contract acquisition
  • Familiarity with the NASA SEWP program
  • Excellent relationship building skills
  • Familiar with the Source America AbilityOne program

Nice To Haves

  • Experience with AbilityOne, nonprofit federal contracting, or mentor-protégé partnerships.
  • Familiarity with NASA SEWP or other governmentwide acquisition contracts.
  • Experience expanding service offerings through partnerships in technical, workforce, logistics, or facility support fields.
  • Experience training or leading federal capture and business development professionals.

Responsibilities

  • Lead a capture and business development team of 3-8 consultants and associated partners.
  • Develop and manage a federal business development strategy, including agency, prime contractor, and partner outreach.
  • Lead Rising Star’s NASA SEWP VI outreach and help convert prime contractor briefings into defined task-order pursuits.
  • Build relationships with AbilityOne nonprofit agencies, federal customers, industry partners, and prospective mentors through the AbilityOne Mentor Protégé Program Source America Mentor Protégé Program (SAMPP).
  • Identify requirements early, assess acquisition pathways, and lead capture and teaming plans for qualified opportunities.
  • Develop mentor-protégé partnerships that pair Rising Star’s mission and capabilities with partners’ technical or operational expertise.
  • Explore opportunities in facility support, staffing, call centers, IT, cybersecurity, logistics, and other service lines supported by a credible delivery plan.
  • Coordinate with operations, recruiting, finance, and leadership to assess staffing, workshare, contract performance, and growth capacity.
  • Maintain complete relationship and opportunity records, including ownership, next actions, expected scope, and decision dates.
  • Mentor Rising Star personnel in federal capture, partner development, and pipeline management.
  • Report progress through regular capture reviews and agreed business development measures.
