About The Position

Headquartered in Toronto, with additional offices in Montreal and Calgary, the Canada Infrastructure Bank (CIB) is responsible for investing in new infrastructure projects that deliver both financial returns and public benefits. The CIB’s mission is to work with provincial, territorial, municipal, federal, and Indigenous governments, alongside private sector investor partners, to transform the way infrastructure is planned, financed and delivered in Canada. To deliver on this mandate, the CIB invests across three distinct infrastructure investment approaches. These include Public Infrastructure, partnering with governments, utilities and other public‑sector entities on publicly owned projects; Commercial Infrastructure, investing in higher risk/return positions that share in the key risks that prevent projects from being built; and Indigenous Infrastructure, working in partnership with Indigenous communities to advance infrastructure priorities that support economic participation and long‑term community outcomes. Reporting to Chief Executive Officer, the Executive Vice President, Commercial Infrastructure, is an active member of the CIB Senior Executive and Investments teams and is accountable for total portfolio performance, pipeline development and investment targets within the CIB’s Commercial Infrastructure portfolio. This includes setting the investment strategy and direction across relevant sectors and asset classes, including private sector-led infrastructure projects that involve equity or equity-like investments. This role would ensure risk and return balance with the incumbent being accountable for delivering balanced performance across impact, financial return, risk and pacing of capital deployment. The ideal candidate will have extensive senior level experience and knowledge in finance, private equity, equity research, investment banking or advisory in an infrastructure-related field.

Requirements

Twenty plus years of investing experience including direct experience in infrastructure investing
University undergraduate degree in a related field (finance, engineering, accounting or science)
Demonstrated experience with capital structuring for early-stage investments at the corporate or project level and leading all aspects of the transaction cycle
Proven experience leading and developing an engaged workforce
Self-starter with strong project management skills, relationship building skills, leadership skills
Strong organizational commitment, comfortable working with complexity and ambiguity, entrepreneurial and solution-oriented mindset
Strategic portfolio management—identifies new market opportunities, defines sector entry/exit strategies, and shapes the organization’s investment approach within portfolio

Ability to travel across Canada to CIB offices and partner meetings (an estimated 25% of the time)

Responsibilities

Manage the CIB’s pipeline of commercial investments from deal origination to investment
Portfolio-level accountability and responsibility for entire investment business performance within the CIB’s Commercial portfolio (e.g., trade, digital, critical minerals and clean energy)
Active management of portfolio investments including workouts and special situations
Represent Commercial portfolio at Board and Executive Committee levels
Make final investment recommendations within portfolio and defend investment decisions to Board; this Board-level presence will also include navigating governance structures, managing Board relationships and ensuring investment decisions align with shareholder expectations
Provide executive oversight of all team members in the Commercial Infrastructure business unit and work with other EVPs to provide leadership to broader investment personnel
Oversee organizational capability building with Commercial team including team structure, talent development and resource allocation. Work with other EVPs and HR to align on cross-functional talent management
Drive cross-organizational initiatives that integrate investments with other functions (i.e., other investment portfolios, Asset Management, Finance, Legal, Risk)
Organizational architect which includes designing business unit team structure, operating models, and business unit specific investment processes while collaborating with other organizational leaders to ensure alignment where possible
Manage key stakeholder relationships as it relates to their business unit at the most senior levels (CEOs, Ministers and Deputy Ministers)
External voice of the organization—primary spokesperson for business unit investment strategy with government, industry and media
