About The Position

The Office of Energy (OEN) strategically guides Louisiana’s energy landscape through thoughtful policy development, innovative technology integration, and comprehensive energy planning. The Office fosters innovation through partnerships, supports grant administration, and facilitates outreach and education activities. By promoting renewable and efficient energy solutions, the Office aligns energy development with Louisiana’s economic growth and environmental resilience goals, advancing the state’s energy future through strategic collaborations and informed policy decisions. Going forward, OEN integrates program development, rulemaking, stakeholder engagement, and energy planning into a single hub that drives Louisiana’s energy future. It develops policy, manages data and statistics, and conducts fiscal and risk analyses to guide enforcement priorities, emphasizing protection of good operators, risk-based resource allocation, and solution-oriented compliance. The office oversees communications, public engagement, intergovernmental affairs, and coalition-building, ensuring transparency and alignment with state and federal initiatives. At the same time, OEN manages federal energy grants, supports permitting of renewable assets, and advances grid resilience, microgrids, hydrogen, and other emerging technologies. By embedding energy expertise across C&E, OEN balances traditional oil and gas development with renewable growth, fosters partnerships with universities, industry, and local governments, and builds public awareness of Louisiana’s evolving energy landscape. This Executive Staff Officer is located within the Office of Energy (OEN) and serves as the confidential assistant to the Executive Director of Energy. This position provides high-level administrative support to the Office and members of the executive team, serving as backup to the Secretary of the Department of Conservation and Energy’s (DCE) unclassified private secretary.

Requirements

  • Six years of experience in administrative services; OR Six years of full-time experience in any field plus three years of experience in administrative services; OR A bachelor’s degree plus three years of experience in administrative services; OR An advanced degree, or a Juris Doctorate, plus two years of experience in administrative services.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Independently conducting and coordinating, with minimal oversight, all administrative functions for the programmatic activities for the Office.
  • Providing support and assistance with engagement and outreach activities.
  • Providing direct administrative support to the Executive Director.
  • Developing program contracts, the collection of federal and state data, and providing assistance as needed in the implementation of new programs and Initiatives.
  • Preparing contract documents, including Requests for Proposals (RFPs), interagency agreements, and related materials and tracking all contracts to ensure required approvals are obtained and maintains the working file for all OEN contracts.
  • Developing and managing communication plans for all programs within OEN.
  • Assisting in all aspects of administrative program support functions, as well as federal and state program operations required for compliance within agency, state, and federal requirements.
  • Reviewing OEN portfolio of programs budgets, budget revisions and reimbursement claims.
  • Serving as the primary time and attendance administrator for OEN, and serving backup for the Legal Services Division.
  • Providing one-on-one training with new employees regarding timekeeping procedures.
  • Reviewing audit reports for errors or omissions regarding time, overtime, absence and attendance codes, holidays, FMLA, extended leave, home storage of a state vehicle, classified WAE's and students, etc.
  • Maintaining a Payroll Folder with all applicable documentation for the pay period.
  • Managing the travel function for OEN, which includes processing travel requests and expense reimbursements.
  • Supporting the Executive Director, and OEN team in preparing for travel, verifying all travel requests and associated documents are submitted accurately and on time.
  • Managing all purchasing activities for OEN and the Executive Division, as needed.
  • Serving as the back-up property control liaison for OEN and the Executive Division, as needed.
  • Supporting the office in preparing for virtual and face to face conferences, webinars, training and meetings, such as securing location, copying agendas and handouts, mailings, etc.
  • Composing and transmitting directives or assignments to OEN staff and external stakeholders as directed by the Executive Director.
  • Assisting with researching materials for and preparing background documents, talking points, news releases and presentations on selected topics for Energy Division officials.
  • Relieving the Executive Director, and Secretary as needed, of a variety of administrative matters.
  • Performing other related duties as assigned by the manager.
