About The Position

The Executive Secretariat Program Manager will serve as the central authority for the lifecycle management of WRNMMC publications and issuances. The position ensures that policies, administrative instructions, procedural documents, related forms, and executive products are properly developed, staffed, reviewed, approved, issued, maintained, and retired. This is an operational Executive Secretariat role, not simply a corporate contract-management position.

Requirements

  • Bachelor’s degree in Business Administration, Communications, Public Administration, or a related field, or equivalent experience.
  • At least five years of federal or military executive-level administrative and management-support experience.
  • Experience managing official correspondence and task-tracking systems.
  • Experience working with SES members, Flag Officers, GS-15 personnel, or comparable senior executives and their staffs.
  • Knowledge of military command structures and organizational relationships.
  • Knowledge of DoD and DHA correspondence and records-management requirements.
  • Expert proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.
  • Strong executive writing, editing, proofreading, analytical, and problem-solving skills.
  • Ability to become proficient in the Government correspondence-tracking database and Executive Secretariat SharePoint portal within 30 days.

  • Prior DoD, DHA, military treatment facility, or hospital Executive Secretariat experience.

Responsibilities

  • Manage and execute the WRNMMC Publications and Issuances Program.
  • Control the lifecycle of publications from development and staffing through approval, dissemination, periodic review, revision, supersession, cancellation, and archiving.
  • Review publications for format, structure, clarity, enforceability, and compliance with DoD, DHA, and WRNMMC guidance.
  • Ensure alignment among policies, procedures, instructions, and associated forms.
  • Return incomplete or noncompliant documents with clear corrective guidance.
  • Coordinate staffing across clinical, legal, safety, administrative, and leadership stakeholders.
  • Track review cycles, aging actions, deadlines, and required updates.
  • Maintain the authoritative WRNMMC publication repository.
  • Manage version control, metadata, accessibility, availability, and records disposition.
  • Develop templates, formatting standards, guidance, and training for WRNMMC directorates.
  • Maintain a centralized publication and issuance tracking system.
  • Report status, metrics, overdue actions, trends, and program effectiveness.
  • Provide backup support for executive correspondence, records management, and forms management during absences or surge periods.
