About The Position

The Oregon State Board of Architect Examiners (OSBAE) is seeking an Executive Director with proven leadership experience and a commitment to the mission of the Board. OSBAE was created by the Oregon Legislature in 1919 to protect the health, safety, and welfare of the public through the registration and regulation of the practice of architecture in Oregon. The Board is composed of seven members (five architects and two public members) appointed by the Governor. The Board determines the standards for registration, which consist of education, examination, and experience. Agency staff provide administrative, investigative, and financial services to the Board and assist applicants with the registration process. As a semi-independent state agency, the Board maintains control over personnel, purchasing, contracting, banking, investing, and budgeting. All funding is obtained through agency collected fees and fines and no taxpayer funds are provided.

Responsibilities

  • Recruit and train new members.
  • Ensure meetings follow relevant laws and procedures.
  • Develop meeting agendas, memos, and reports.
  • Manage biennial planning session.
  • Administer the rulemaking process on behalf of the board.
  • Communicate effectively orally and in writing. Written materials include board meeting memos and reports, newsletters, letters and emails to applicants and registrants, legislative reports, policy guidelines, reference manuals, etc. Occasional public speaking engagements.
  • Work with stakeholders, board members, and staff to provide excellent customer service.
  • Commitment to streamline how government does business, creating more efficient and effective ways to provide services.
  • Manage staff and resources - bearing in mind costs, customers, and trends in technology - to balance efficient operations against resources available with a $1.5 million biennial budget. Includes budget development, review, and oversight.
  • Work interactively with the Board to set direction and priorities for the organization and take responsibility to integrate that direction into the agency’s work.
  • Hire, lead, direct, and inspire staff to maintain a positive and effective work environment.
  • Analyze, understand, and interpret the application of all statutory provisions regulated by the board.
  • Review, approve, and sign legal orders for disciplinary actions.
  • Understand the Administrative Procedures Act, as well as public records and public meeting laws.
  • General knowledge of the legislative process. Includes tracking bills, interacting with legislators, responding to requests made during legislative sessions, and introducing legislative concepts.
  • Review and approve registration applications and renewals for individuals and firms.
  • Manage the Jurisprudence Exam and oversee the continuing education audit.
  • Work with the National Council of Architectural Registration Boards on changes to the profession.
  • General knowledge of state government structures and requirements.
  • Use programs for word processing, spreadsheets, email, accounting, databases, websites, etc.
  • Create and interpret statistical reports.
  • Communicate with IT consultants regarding system maintenance and updates.
  • Research/learn about new technology.
